An ordinance amending chapter 2'L� of the Saint Paul Legislative Code entitled "Weapons" by
adding a new section and providing �nguage setting forth the offense of "attempted" use of
weapons. `�
THE COUNCIL OF THE CITY OF S�NT PAUL DOES ORDAIN:
��,Section 1.
Chapter 225.10 entitled Discharge of Firearms�ould be amended to read as follows:
��
� No Firearm shall be discharged or att�i ted to be discharged within Saint Paul save in
the following cases: �
(1) (A) In lawful defense of person or prope against an unlawful act.
(2) (� By persons holding permits to carry a fi arm pursuant to Section 225.05, peace
officers or military personnel, in the cours of their duties and in necessary
connection with enforcement of the laws.

(3) (� Discharge of blank ammunition in connection 'th a public event for which a
permit has been issued under Section 225.09(3), r as a starter's gun for an
organized athletic event.
(4) (D� Upon an indoor target range operated under the su rvision of a registered
target shooting or sportsmen's club.
(5) (� Upon an outdoor target range operated under the supe ' ion of a registered
target shooting or sportsmen's club where shotguns are us .
(6) (� In connection with a licensed carnival, where the weapon is s secured as to
prevent its being fired except within the confines of an enclose range
impervious to the passage of bullets.
(7) (� By employees of the Como Zoo in the course of their duties.

That Chapter 225.10 of the Saint Paul Legislative Code is hereby amended by adding the following
new section to read as follows:
� For the purposes of this section, whoever with the intent to dischar�e a firearm does an
act which is a substantial sten toward. and more than pre�aration for the dischar�e of a
firearm, is �tv of an attempt to discharge a firearm.

That chapter 225.10 of the Saint Paul Legislative Code is hereby amended by adding the following
new section to read as follows:
Definitions: For th purpose of this chapter the following terms have the meaning given
them.
1. "Read'1 av ilable wi h res ct to amm nition shall mean an ammunition in the
ctor's oss ssion o wi hin he ctor' r ach whether boxed or otherwise or in an
device desi ed for ra ' lo din f th fir arm.
2. "Controll d bs an " ha b efin d h r vi ions of Minn. Stat. 152.01 subd.

3. "Firearm" i cludes 11 wea ons der s i n 22 .01 of the ode definin firearms and
handguns.
Secti 4.
This ordinance shall take effect and be in force thirty 30) days after its passage, approval and
publication.
