It has played a leadership role in creating and implementing the Saint Paul on the Mississippi Development 9 Framework and has been an important corporate partner as demonstrated by its role in both the Capital City 1� Partnership, and the Chamber of Commerce Board of Directors. The Saint Paul Companies is also a recognized 11 leader in supporting neighborhood based community development, and 12 WHEREAS,TheSaintPaulCompanieshasdemonstrateditscommitmenttodowntownSaintPaulbyleasingoffice 13 space throughout downtown; and 14 WHEEREAS, The Saint Paul Companies has entered into a purchase agreement for the acquisition of the 7th Place 15 residence and Orpheum Theater buildings, and 16 WHEREAS, The Saint Paul Companies' proposes to construct a new office tower and on-site parking to 17 accommodate its growing workforce in downtown St. Paul which is a significant investment that further 18 demonstrates their commitment to the Saint Paul Community, and 19 WHEREAS, The 5aint Paul Companies is committed to the principles of the Framework ; and 20 2l WHEREAS, both the City of Saint Paul and The Saint Paul Companies recognize the impoftance of the availability 22 of affordable housing and have demonstrated a willingness to work together to assure the resolution of residential 23 displacement, and 24 25 26 27 28 29 30 31 WHEREAS, the current profile of the existing tenants of Seventh Place Residence is as follows: 112 units of 130 aze leased (86%) 65% aze male, 35% are female 87% aze single occupant units Average annual income is $20,160 8% receive rental assistance 78% fali within HCJD's low and moderate income levels 1 qF'-�`7�j 1 THEREFORE BE TT RESOLVED, that the Mayor and City Councii of 5aint Paul supports The Saint Paul 2 Company's expansion of its downtown headquarters whach may include the purchase of the Seventh Place 3 Residence and OrQheum Theater and demolition of the structures for the purposes of building a new 4 privately-financed office tower and pazking on that location as an option, and S RESOLVED, that PED Staff aze directed to enter into discussions with T`he Saint Paul Companies about how the 6 City or Housing and Redevelopment Authority may assist an assuring that the proposed expansion occurs, and 7 RESOLVED, that PED staff aze directed to prepaze a recommendation by November 25, 1998 for replacing the 8 130 housing units in the Seventh Place Residence that will be removed in preparation for the new ofFce tower, and 9 RESOLVED, that any recommendation for replacing the housing units be confined to providing units within the 10 downtown azea and includes financing recommendations, and 11 THEREFORE, BE TT FINALLY RESOLVED, that staff is directed to work with The Saint Paul Companles to 12 assist them in incorporating the Framework design principles into the new office tower where functionally feasible.
