Constiucting sewers without street improvements has not been effective in the past, in that the existing oiled streets are not capable of witt�stand.ing tho construction a�tivity necessary to constrnct the sewers, and merely restore the trench azeas. Improving t�e ro�dways in conjunction with sewer consttuction will save time, money and inconvenienCe later. � Streets could be aonstiucted to narrower widths; however, traffic flow and pazking problems would result.
