WHEREAS, refu eeslfrom Laos, Cambodia and Vietnam make u a rowin ortion of

Saint Paul's popul�atio�; and
WHEREAS, these ne�4 citiizens have enormous barriers to overcome to participate fully in
our economy and s�ciet}t; and
WHEREAS, traditio#�al c�ty government functions may need to be adapted to serve the
Southeast Asian p�pula�ions; and
WHEREAS, the City' Council and Mayor of Saint Paul have a commitment to the successful
integration of all people into community and economic life; and
WHEREAS, federal ;fundijng to states and local governments for refugee services has
declined to one-�hird !of its 1985 level; and
WHEREAS, several other, U.S. cities are hurt by federal cutbacks and face similar
challenges and opportunities; and
WHEREAS, officials from several of those cities have expressed a need for a forum to
share concerns, to learn from one another, and to build a federal policy agenda; and
WHEREAS, the Natfonal League of Cities and the U.S. Conference of Mayors are appropriate
forums for those activities; and

WHEREAS, the National League of Cities has asked Saint Paul to host a workshop on
Southeast Asian refugiees and cities for its upcoming "Congress of Cities;" and
WHEREAS, limitec} city, funds and limited funds from the National League of Cities are
available for the workshop; and

WHEREAS, the Mayor iritents to solicit up to $16,000 from regional foundations for costs
associated with plan�ing the workshop. If adequate funds cannot be obtained, some
portion of Mayo�'s O�fice funds, already budgeted for 1990, would be allocated for this
purpose. ' ,
WHEREAS, ChapteX 41 of the Administrative Code requires Council approval prior to
soliciting for tlonat�ons;

NOW, THEREFORE, BE IT �tESOLVED that the Council of the City of Saint Paul approves the
solicitation of fiunds to underwrite the costs of planning and organizing the workshop;
and
BE IT FURTHER RESbLVED' that the Council of the City of Saint Paul designates the Mayor
to perform the solicit�ation activities; and
BE IT FURTHER RESOLVEDj that the appropriate reporting procedures adopted by the Council
will be completed. �
