Stat. § 410.12, subd. 1, relafing to the salaries of council members in 5 sections 2.07 and 2.07,1 of the Charter; and VJHEREAS, Minn. Stat. § 41012, subd. 4, provides that the form of the ballot shall be fixed by the governing body, describing the question sufficiently to identify the amendment clearly and to distinguish it from every other question on the ballot at the same rime; and 10 11 12 13 14 15 16 17 18 19 20 21 22 WHEREAS, the proposed amendment cannot now be submitted to the electorate at the November, 1998, general election, and the Council and Charter Commission are agreed in their desire to a�oid the expense of a special election on such amendment; now, therefare, be it RESOLVED, that the proposed amendment shail be submitted to the electorate at the primary election in September of 1999, which is the first city-wide, non-special election that wiil occur after this date; and, be it FURTHER RESOLVED, that with the agreement of the Charter Commission in order to avoid the expense of a special elecrion, the Council hereby determines that this proposed amendment sha11 be deemed to have been received within six months before the 1999 September primary election; and, be it �7� I:IUSERS�BYRNE\COUNCII.\CHARTERS RES Octaber 7, 1998 � 2 3 4 5 6 7 8 9 10 11 12 13 14 qY'� FURTHER RE50LVED, that the question on the ballot shall be as follows: In 1991, Saint Paul voters passed a Charter amendxnent setting City Councii salaries at $30,000 per year. Shall that 1991 amendment be removed from the Charter and allow City Council members to set their own salaries? and, be it FINALLY RESOLVED, that the City Clerk is directed to forward the above ballot question, with the amendments submitted by the Charter Commission, to the election bureau wittrin six months before the September, 1999, prunary election, in sufficient time for the amendments to be included on such ballot.
