The project azea is bounded on the north by Wheelock Pazkway �nd the Burlington Northern Railroad line; on the east by Farrington Street north of Maryland Avenue and Arundel Street south of Maryland Avenue; on the south by Como Avenue and o� the v�rest by Lake Como. (Exhibits A and B) INITIATING,ACT'�jON: The Maryland/Dale project is a part of the City's CSSP Program and was identified in the 1984 Comprehensiv� Sew�r Plan -Part 1 Stormwater Management Plan. The Maryland/Dale project is a combinati�n of�the TRT-1 and part of the TRT-2 drainage areas and the Lake Como overflow. i E%ISTING CQNDI'�'IONS• The project aze�a is p�esently served by a combined sewer system. During periods of moderate to heavy rainfall, storamwater and sanitary sewage combine to flow over a diversion structure and outlet to the 1V�ssissi�pi River. Reports of sewer backup into basements and surface flooding have also been'noted'in this azea. Maryland Ave�ue ea�t of Dale Street is paved with concrete, patched with bituminous pavement and has concre�e curl�. Maryland Avenue west of Dale Street was reconstructed in 1982 and paved with deep strer�gth bituminous asphalt. The width of Maryland Avenue is 40 feet. Dale Street is a conczete street, 46 feet wide, with curb. The oiled streets have no curb and gutter or intermittent curb and gutter throughout th� project area. Sidewalks exist on t�oth sides of Maryland Avenue, Dale Street, Arundel Street, Norton Street, Simon Avenu�, Ed�az Avenue, Maywood Place, Loeb between Lawson and Cook, Danforth between Maryrland t�venue and Orange Avenue, St. Albans between Wheelock Parkway and Orange Street, Partial sidewalks exist on; Maywood between Wheelock Pazkway and Orange Avenue, and Loeb between Cook and Jessamine. Sidewalk exists only on one side of the following streets: 7essamine between Dale Street and East Como Avenue, and Kent Street between Cook'Avenue and Front Avenue. Trees are located within the boulevard areas of most of the project streets. Some streets have narrow boulev�ards dr no boulevards. The boulevard trees are mature elms, ash, maple and cottonwoods (�xhibi E). The proposed retention pond planned for the Willow Reserve District contains box e�der, �illow and cottonwood trees (Exhibit F). All streets in tl�e proj�ect area have non-ornamental lights mounted on wooden poles. There are bent straw light pole� and lantern style poles located around Lake Como. In Maryland Avenue west of Dale Street to Lake Como it is proposed to place a n M�VCC interceptor sewer inside of the existing combined sewer pipe. Intersections ai ng lv�aryland Avenue will be reconstructed where sewer separation is necessary from the side eets.' Total street reconstruction is proposed for Maryland Avenue from Dale Street to Wes rn Str�et. See Sketch Plan (Exhibit D). Redesigned lantern style street lighting is proposed for all the streets that are recommended for reconstruction. A new storm �,sewer outlet is proposed for Lake Como at Maryland Avenue. This is recommended tp avoid approximately 1,000 feet of sanitary sewer construction along East Como Boulevard and improve the water quality of the east end of lake. The outiet structure will have adjustable gates and a bottom-draw type inlet. An easement will be necessary to construct the inlet and st rm sewer connection to Maryland Avenue. Two deciduous and one evergreen tree will be re oved to complete this construction. The St. Paul W�ter U�ility is proposing to replace an existing 36-inch watermain located in the west half of I�lale St�eet from Jessamine Avenue to Orange Avenue. This work will be completed by the Watier Utility in early 1991. i� � -3- _ ____�_.___ _ , _ i . ' ��' �--���� ALTERNATIVFS: To reduce do�vnstream flooding, a retention pond is necessary within this project azea. After a detailed evalluation of alternative locations fc�r the pond, the Willow Reserve District was selected. Othpr site� evaluated and the reasons for their rejection are listed below. See Sketch Plan. (Exhibit'F) Lake Como:, This site is too far west to receive rain water from the MazylaGnd/Dale area without an expensive pumping system. In addition, it was felt th�, storn� water would have a negative impact on the lake's water quality. , Loeb I;,alce at Marydale Pazk: The water level would rise five to seven feet during �a heav}► rainfall causing flooding to adjacent park land. Also the water quality' of th�s lake located within developed and active pazk azea would be seriously imp�cted. A small unde I eloped and heavily wooded azea located near Farrington Street and Cottag�Aven e (Moratorium Area) was also evaluated. Only a small volume of runoff could e stored on this site without causing adjacent property damage. Pond c�nstru�tion would also require removal of the mature trees on the site. Construction of a foulr acre wet pond is recommended on the Willow Reserve District site. The wet pond will �ttract waterfowl and provide improved aesthetics. During large rainfall events, three feet of vurater v�rill cover the site protecting properties downstream from flooding. This proposed retention pdnd is an integral part of a large storm water management system to reduce construction costs thraughout the Trout Brook watershed. The City of St. Paul will be required to purchase an�additipnal 12 acres from two property owners. The City presently owns four acres in this az�ea wh7ch were purchased for the Willow Reserve District in past years. The existing 96-inc storm sewer lying west and north of the site will be diverted to the retention pond. A small r outlet pipe will be connected to the downstream storm sewer to reduce flows leaving the d ' age basin. Approximately 10 trees will be removed for the construction of the pond. Additio y, a�proximately 15 trees will be removed in areas proposed to be filled along the east and so�th bo�ndaries of the site (Exhibit F). ' A new storm wer is proposed to be constructed through Marydale Pazk, west and north of Loeb Lake. 's will require a construction easement and a permanent utility easement from the Park Boar . A�proximately 10 trees will either be relocated or removed for this construction. Aln exislltinng Restroom Building will be removed for the construction of a 66 inch storm sewer pipe. Also, picnic tables, pazk lighting and a bituminous trail will be removed as a part of this nstruc�ion. These will be reconstructed following the installation of the storm ti sewer. Alterna�'ve alignments were evaluated through the park. The selected alternative has the least impact I on Lojeb Lake. This alignment parallels an existing combined sewer pipe , � -4- 9'� .�;'��� keeping maintenance to a confined azea of the park. Poor soils aze found along the selected alignment, req�iring,piling in some areas. However, this was not considered a reason to change the alignment 'since �11 the alternatives also pass through areas of poor soil. POSITIVE B�NEF�TS: With the completion of the Maryland/Dale Combined Sewer Separation and Paving Project, the chance of sew�r backups into basements and surface flooding will be reduced. The likelihood of combined s�wer a�verflows to the Mississippi River will be reduced. i General impro�vemer�ts of the public right-of-way in conjunction with sewer construction will enhance and add q�ality to the neighborhood. Street oiling will be eliminated on new bituminous roaidways. Impmved street lighting will enhance safety in the neighborhood. ADVERSE EFFEC�'S: Normal problems ass+�ciated with construction, such as noise, dust and general disruption, will occur. However, by constructing all improvements at this time, future adverse effects will be eliminated. Temporary disruptio� of traffic will occur. Maryland Avenue will be closed to traffic for about two months with traffic diverted to Western Street, Front Street and Dale Street. Temporary lane closures wXll be r�ecessary on Dale Street during storm sewer construction and replacement of the waterma�n by �he Water Utility. Some trees will be re�noved in the project area. However, new trees will be planted to replace them. SPECIAL COII�TSIDTRATIONS Temporary and perm�nent easements will be required from the city for construction at Lake Como and M dale P!ark. Land acquisition from two property owners is necessary to construct the Willow Res rve District Pond and provide the required storm water storage. TIME SCHED�E ' Construction will be�in in April or May of 1991 and all of the storm sewer and street reconstruction v�ill be completed by November 1991. Over the winter of 1991-1992, the pipe- in-a-pipe will be const�ructed on 1vlaryland Avenue west of Dale Street.
