WI�REAS, the Ciry of Saint Paul, acting through iu Valuation Engineer, has secured an agreement for the purchase
of four parcels of rea] property desczibed as follows:
s 1. 1708 Hoyt Avenue East - I.ot 3, Block 3, Fred S. Herring's Plat 2;
a 2. 1672 Hoyt Avenue East - Lot 1Q Block 3, Fred S. Herring's Plat 2; and
s 3. 1697 Hoyt Avenue East - the easterly 20.00 feet of Lot 20 and the westerly 37.00 feet of Lot 21, Block 2,
6 Birt`s Addirion.
WFIEREAS, the said properties sustained flood damages during the June 3Q 1997 rain storm and, with 31 other
owners of damaged or endangered properties, the owners petitioned for relief, funding for such relief, the Hoyt-
Montana Flood Remediation Project, is to be State and Federa] grants and vazious City funding sources; and
�o WHEREAS, purchase of the said properties was final ordered on 7uly 22, 1998; and
i a WHEREAS, the respective negotiated sale prices of the said properties is:
iz 1. 1708 Hoyt Avenue East -$65,000.00;
is 2. 1672 Hoyt Avenue East -$70,000.00: and
ia 3. 1697 Hoyt Avenue East -$85,000.00;
�s the said sale prices being fair and reasonable value as determined by an independent appraiser; and
15 WHEREAS, the Valuation Engineer has recommended the purchase of said properties at the agreed sale prices;
» NOW THEREFORE BE IT RESOLVED, that the proper City officials are hereby authorized and directed to pay to:
is 1. Roxanne Chute the sum of $65,000.00,
�9 2. Elizabeth A. Smelter the sum of $70,000.00, and
zo 3. Bruce S. and Dyanne D. Haug the sum of $85,000.00

VJHEREAS, the Hoyt/Montana neighborhood on the City's East Side suffered a devastating flash f(ood
as a resuft of the July i, 1897 storm and was subsequently designated a Federal disaster area; a�d
WHERFAS, after many years of large financial expenditures by the City trying to resalve this fiooding probiem
unsuccessfully with piping solutions; and,
WHEREAS, the IioyVMontana Flood Remediation Task Force's recommendation to remove andlor demolish
34 homes and construct a dry basin holding pond was accepted by the Mayar; and,
WHEREAS, the City will proceed to do the project in three phases: Phase I is acquisition, Phase 11 is demolition,
and Phase Ili is contruction of the dry basin holding pond; and
WHEREAS, the State DNR has commitied up to �1.7 million to the City of Sai�t Paul for this purpose; and
WHEf2EP.S, the Federal Emergency ManagementAgency (FEMA) has committed 5570,000 to the City of Saint
Paui for this purpose; and
WHEREAS, the Minnesota Housing Finance Agency has committed �125,000 tor this purpose; and
WHEREAS, over the length of the whole project (not just Phase I) the City must provide a match of 100°fo
(�1.7 million ) to the DNR grant, and a 25% match ($190,OD0) to the FEMA grant if it expends these funds; and
WHEREAS, some in-kind City services, such as staff time administering the project, wifl be alfowed as part of
the City's share of the mafch;
WHEREAS, the Mayor, pursuant to Section 10.�7.04 of the City Charter, recommends the following changes io
the 1998 operating budget for Phase 1(Acquisition and Demolition) of the project; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor
and advice of the Long Range Capital Improvement Budget Committee, that the 1998 Operating and Capital
Improvement Budgets, as heretofore adopted and amended by this Council, are hereby further amended in the

VJHEREAS, the Hoyt/Montana neighborhood on the City's East Side suffered a devastating flash f(ood
as a resuft of the July i, 1897 storm and was subsequently designated a Federal disaster area; a�d
WHERFAS, after many years of large financial expenditures by the City trying to resalve this fiooding probiem
unsuccessfully with piping solutions; and,
WHEREAS, the IioyVMontana Flood Remediation Task Force's recommendation to remove andlor demolish
34 homes and construct a dry basin holding pond was accepted by the Mayar; and,
WHEREAS, the City will proceed to do the project in three phases: Phase I is acquisition, Phase 11 is demolition,
and Phase Ili is contruction of the dry basin holding pond; and
WHEREAS, the State DNR has commitied up to �1.7 million to the City of Sai�t Paul for this purpose; and
WHEf2EP.S, the Federal Emergency ManagementAgency (FEMA) has committed 5570,000 to the City of Saint
Paui for this purpose; and
WHEREAS, the Minnesota Housing Finance Agency has committed �125,000 tor this purpose; and
WHEREAS, over the length of the whole project (not just Phase I) the City must provide a match of 100°fo
(�1.7 million ) to the DNR grant, and a 25% match ($190,OD0) to the FEMA grant if it expends these funds; and
WHEREAS, some in-kind City services, such as staff time administering the project, wifl be alfowed as part of
the City's share of the mafch;
WHEREAS, the Mayor, pursuant to Section 10.�7.04 of the City Charter, recommends the following changes io
the 1998 operating budget for Phase 1(Acquisition and Demolition) of the project; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor
and advice of the Long Range Capital Improvement Budget Committee, that the 1998 Operating and Capital
Improvement Budgets, as heretofore adopted and amended by this Council, are hereby further amended in the
