90-2050 �RI � INAI� ? . !3���, o � ;Council File � d o�(�.S Green Sheet # �a��.�� RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented B � : � � Referred To Committee: Date FEDBRAL LOBBYING PRIORITY: FLOOD PROTECTION PROJECT WHEREAS, the M�ssissippi River has repeatedly flooded its south bank in the City of Saint Paul since the first flood was recorded in 1867; and WHEREAS, following a record flood in 1952, the U.S. Army Corps of Engineers was authorized to design and construct a flood barrier from the western end of Harriet Island to a point west of the Saint Paul Downtown Airport; and WHEREAS, two fldods occurring in 1965 and 1969 caused the Corps of Engineers to initiate a feasibility study to determine what measures could be taken to further improve flood protection m the area; and WHEREAS, in 198� Mayor George Latimer began the Riverfront Initiative, a program of . e�ensive red�velogment on both the north and south banks of the Mississippi River in downtown Saint Paul; and WHEREAS, it is es�timated that the existing flood barriers protect $164 million of existi�lg development iand that another $167 million in new development is propose.d in this area; and WHEREAS, provic�mg the added flood protection continues to be a high priority of 1Vlayor James Scheibel as dlescribed in his State of the City speech and the City Council in order to increase the level of protection to existing and proposed development and to enhance the protected area visu�lly and recreationally; and WHEREAS, the Ci1ty of Saint Paul and the U.S. Army Corps of Engineers have prepared a General Design Meunorandum outlining the scope and cost of the proposed flood protection pro�ect; and WHEREAS, the Ci�y of Saint Paul has retained a lobbyist in Washington, D.C. who in 1990 has been authOrized to work on obtainin�federal funds to start construction in 1991 and who has thus fa�been successful in obtaining $500,000 in funds in the House Appropriatio�s Bill for this purpose, and who will continue to work to see that the adopted Appropriations bill �contains this construction money; 1 aRIGiN� L� ��o�o�� NOW, THER',EFO�tE, BE IT RESOLVED, that the City Council of the City of Saint Paul reaffirms its suppor� for the flood protection project and for starting construction on this project in 1991 pro�ided that federal construction funding becomes available; and BE IT FURT�iER ESOLVED, that the City Council of the City of Saint Paul authorizes the city's fedekal lo byist to continue to work to ensure continued funding of this project during 1991 a�d unt�l its completion.
