COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREA�S, the Community Development Block Grant (CDBG) Program was
created in 1!974 ta provide local governments with a flexible resource to meet
the needs of low �nd moderate income persons; and
WHEREA�S, the CDBG Program has provided the City of Saint Paul with over
160 million �ahich' has been used for basic neighborhood revitalization; and
WHEREA$, the CDBG Program continues to be the largest single source of
federal fina}�cingiprovided to Saint Paul to assist low and moderate income
persons; and'
WHEREA$, th� CDBG Program currently provides financing for many of Saint
Paul's natiot�ally�, recognized programs, including; the Neighborhood Partnership
Program; the Urba�h Revitalization Action Program; Single Family, Rental
Rehabilitation, amd Commercial Rehabilitation Loan Programs; the Neighborhood
Crime Prevention �rogram and the Citizen Participation Process; and
WHEREA�, th� City of Saint Paul joins with hundreds of municipalities
nationwide tp rea$firm the significance of the CDBG Program and its efforts to
assist low a�nd moderate income persons;
NOW, THEREFORE BE IT
RESOLV�D, that the Council of the City of Saint Paul does hereby
reaffirm its strorlg support of the CDBG Program, and the positive and
meaningful impact �CDBG financed activities have on city neighborhoods; and be

FURTHF�R RESpLVED, that the Council does hereby encourage the citizens of
Saint Paul and thie Minnesota Delegation to the U.S. Congress to actively
support the ;goals and ob�ectives of the CDBG Program; and be it
FINALI�Y RESQLVED, that the Council of the City of Saint Paul does hereby
urge the Conlgress, of the United States to increase the level of financing
allocated th'�e CDBG program to a level which reflects the critical needs of the
nations' urblan areas.
