90-2041 O, ` � �I NA L ��,, � �ouncil File � � '� � '"•: , �� �) , ' rI" Green Sheet # RESOLUTION ,� C TY OF SAINT PAUL, MINNESOTA Presented By Referred To Committee: Date 1 A RESOLUI�ION CONCERNING A DOMESTIC ABUSE PILOT PROGRAM 2 3 WHEREAS, dom�stic abuse is a serious crime that deserves the focused commitment of our city 4 and state; and 5 6 WHEREAS, the 1990 State Legislature established a Domestic Abuse Pilot Program and named the 7 City of Saint Paul,as one of its participants; and 8 9 WHEREAS, dom�stic abuse cases are becoming a majority of the City Attorney's caseload 10 comprising 50% of the jiury trial cases in St. Paul; and 11 12 WHEREAS, the numbek of judges scheduled to hear jury trials is insufficient in the City, and many 13 domestic cases are postponed and further continued for another trial; and 14 15 WHEREAS, such delay$ diminish a victim's willingness to testify against the abuser and thereby 16 constrain the City's effe�tiveness in seeing that perpetrators of domestic abuse are brought to 17 justice; and 18 19 WHEREAS, increased $tate funding must be made available for City Attorney staff and for 20 increased members on the bench in order for St. Paul to effectively participate in the Domestic 21 Abuse Pilot Program; 22 23 NOW, THEREFORE, �E IT RESOLVED, that the Legislature of the State of Minnesota is 24 hereby requested to adqpt legislation which would provide funding for participants, including both 25 prosecutors and advocat�es, in the Domestic Abuse Pilot Project established by the 1990 Legislature, 26 which would permnt effe�ctive implementation and participation in any plan which Project 27 participants would devise. Paul City Atto ' Office has agreed to participate in the L�nestic P,buse Pilot Project created by the 19 1 'slature which is intended to forsrnalate a Nbdel Plan for prosecution of domestic abuse. Cur tly the City Attorney's Office is �erstaffed to handle the wl�ne of danestic cases and it is �likely that we can participate in ariy meaningful plan without addit �al staff. Because the Legislature will be mandating the irrq�lementation of the Plan at poi t, they need to be prepared to fimd adequate prosecution and other resource and suppo t c ts of the plan.
