WHEREAS, the City of Saint Paul has received numerous complaints about
airport limousine services in the City over the past six months, and
WHEREAS, these complaints have alleged that service is unreliable as to
schedule, that the drivers are sometimes rude and unprofessional, and that the
limousine vehicles are dirty, poorly identified and in poor operating condition,
and,
WHEREAS, the City of Saint Paul is pre-empted by the State of Minnesota
from licensing and regulating airport limousine services, now therefore, be it
RESOLVE�, that upon the recommendation of the Mayor, the Council of the
City of Saint Paul does hereby urge the Minnesota Legislature to amend Chapter
221 so as to permit local regulation and licensing of airport limousine services
to protect the public health, safety and public welfare.

The State licens s the airport limousine services pursuant to Chapter 221 which governs
regular route co on c rriers. The City is pre-empted from regulating the services except
for certain aspe ts su h as routes and speed, etc. We are seeking the authority td license
the service in o er t address serious problems with airport limousine services in St. Paul
We want to be mo res rictive than the State and we have the resources to perform monthly
vehicle inspecti s to insure safe vehicle operation and other aspects of limousine services

the operation of axic s. It we are provided with the authority to regulate the service,
we are confident ht we can improve service and increase competition.
