CITY OF S AUL, MINNESOTA Presented By Referred To Committee: Date WHEREAS, the City of Saint Paul has received numerous complaints about the operatian of check cashing or money exchange facilities (not including commercial banks and savings and loan facilities) in the City during the past 24 months, and WHEREAS, the Minnesota Legislature has restricted what the City can do to regulate such facilities, and WHEREAS, the State has not provided the Department of Commerce with adequate staff resources to enforce State regulation of check cashing facilities on a state wide basis, now therefore, be it RESOLVED, that upon the recommendation of the Mayor, the Council of the City of Saint Paus does hereby urge the Minnesota Legislature to provide resources to regulate check cashing and money exchange facilities to protect the public from unfair and/or usurious practices. Howev r, t e State has not provided the staff to implement effective licensing and control. The ity ants to encourage the State to provide adequate resources to enforce the State's regula ions ADVANTAGES IF APPHOVED: The reason that li ensi g is needed is to protect the public form excessive interest charges and other unfair b sine s practices. Numerous complaints have been made against such facilities especia ly r garding their treatment of individuals that do not have established credit.
