WHEREAS, over 50,000 St. Paul residents are estimated to be without health care
insurance; and
WHEREAS, over $4 million in City and County tax levy funds are currently used to
provide health care services for the uninsured; and
WHEREAS, the Minn�sota Health Care Access Commission is currently reviewing a
proposal to provide h�alth care coverage/services to all Minnesotans.
RESOLVED, that thl� City of St. Paul supports legislative efforts to provide
preventive health services to the working poor and other Minnesotans.

Ramsey County cont ibut almost $4 million of tax dollars annually to provide subsidized
health care for un nsur d and underinsured people. This resolution supports efforts to
provide preventive heal h services to the working poor and other Minnesotans vho are not
eligible for enrol ment in existing low cost health insurance programs.

Health Care Access
Analysis of Issu�:
An estimated 400,000 Minnesotans are without health insurance in Minnesota. A
conservative estimate of 50,000 uninsured adults and children live in St. Paul
and suburban Ramsey County. A key fact is that St. Paul and Ramsey County
contribute almost $4 million of tax dollars annually to provide subsidized
health care for uninsured/underinsured people without access to low cost
services. Access to basic preventive health care is essential to reducing the
costly impact of serious health problems. For example, the $110,000 bill for
health care of two respirator-dependent children resulting from two cases of
measles could ha�e provided measles vaccine to 3,142 children.

Several different proposals on this topic are expected in the 1991 legislature
session with the most visible proposal being that of the elected governor.
The Minnesota He�lth Care Access Commission will also have a proposal in
December 1990 for dealing with this issue.
St. Paul tax levy dollars and federal CDBG funds are currently contributing
over $500,000 annually to the operation of community clinics. With the
passage of this state legislation, the City would be able to reduce or
eliminate its expenditure in this area.
