WHEREAS; Co�gres$ passed the Family Support Act, Public Law 100-485 promoting
a welfare r�forml,program entitled JOBS; and
WHEREAS; we�.farelreform is also authorized by the State of Minnesota in the
1987 Welfar� Ref�rm Act titled STRIDE; and

WHEREAS; th� Sta�e of Minnesota has designated the City of Saint Paul as a
service delfivery area for this combined welfare reform act hereafter called
STRIDE; and ',
WHEREAS; the wel�are reform program provides employment and training services
to Saint Paul's �conomically disadvantaged AFDC recipients; and
WHEREAS; STItIDE l�as served approximately 21,000 participants statewide in two
and one-half yea�s; and
WHEREAS; cuXrent statewide enrollment is 10,000; and
WHEREAS; 25' perc�nt of those enrolled are City of Saint Paul residents; and
WHEREAS; there i� certain competition for state day care dollars between
STRIDE progxam e�rollees and others who qualify for sliding fee day care
subsidies; t�ow, herefore, be it
RESOLVED; that t�he City of Saint Paul supports adequate state funding for day
care to meet the needs of both STRIDE enrollees and eligible applicants for
sliding fee day �are support.
