90-2031 O �•� � �'I �a L �J�Council File # 'p?��` � �reen sheet # ��'0.3� RESOLUTION CI OF SAINT PAUL, MINNESOTA Presented By Referred To Committee: Date 1 2 3 4 5 A RESOLUTION CONCERNING TRIP REDUCTION POLICIES 6 BY THE STATE OF MINNESOTA 7 8 9 WHEREAS, the unnecessary use of automobiles has a number of detrimental effects to the 10 environment; and 11 12 WHEREAS, one of these effects is the emission of pollutants to the atmosphere, including 13 carbon dioxide, an xntegral cause of a global warming trend commonly referred to as the 14 "Greenhouse Effect'; and 15 16 WHEREAS, some of these pollutants return to earth in the form of acidic precipitation, 17 destroying natural habitat, such as plants and trees, surface and underground water, and even 18 the killing of anim�ls; and 19 20 WHEREAS, singl�-passenger vehicle trips accelerate these environmental problems and also 21 accelerates tbe deterioration of roads and highways; and 22 23 WHEREAS, a recognized method for reducing the detrimental effects of automobile use is to 24 reduce the number of trips made by single-passenger vehicles by increasing the use of mass 25 transit; and 26 27 WHEREAS, the Sitate of Minnesota is currently considering spending billions of dollars to 28 build a light rail transit system designed to alleviate the environmental and traffic problems 29 caused by single-u$e vehicles; and 30 1 ' ' , �90 o�a3/ 2 WHEREAS, the State of Minnesota has a responsibility to protect the environment of the 3 citizens of Minnesot� through enactment of automobile trip reduction policies to promote mass 4 transit and red�ce d�pendence on single-passenger vehicle trips by state employees; and 5 6 WHEREAS, t�e Staite of Minnesota can help accomplish automobile trip reduction and use of 7 mass transit bX locat�ng state office buildings on or near mass transit routes; 8 9 NOW, THEREFORiE, BE TT RESOLVED, that the City of Saint Paul supports legislation by 10 the State of Minnesbta that would develop an automobile trip reduction policy for the State of 11 Minnesota, wl�ich wpuld speci�cally include: 12 1) a requurement that state of�ces must be located on or near core mass transit 13 poutes which would ma�cimize the ridership by virtue of being in concentrated 14 population areas, and 15 2) the requirement that there be reductions of state subsidies for state employee 16 parkinjg which encourages the use of single passenger vehicle trips.
