5 WHEREAS, the Laws o� Minnesota for 1979 Chapter 189 restric th collection of the utility
6 franchise fee from residential customers in Saint Paul for the six m s of November, December,
7 January, February, Marclh and April; and

9 WHEREAS, the City se�ks alternative options for financ' �tl� general operations of the city; and

11 WHEREAS, the City of Saint Paul is using the general pu ose property tax levy at the maximum;

14 WHEREAS, by extendi�g by three months t pe ' during which NSP Gross Earnings Franchise
15 Fees can be collected by the City, the City o ul could increase revenues by approximately
16 $1.8 million per year; ,

19 of Minnesota for 1979, Chapter 189 t t moves the prohibition against applying the utility
