90-2022 i � R� � � �� � � ;; �� � i Council File # �' a2 ,_� Green Sheet # , °'� D�� RESOLUTION TY OF SAINT PAUL, MINNESOTA Presented By Referred To Committee: Date 1 A RESbLUTION CON ERNING GENERAL HOUSING NEEDS 2 3 WHEREAS, housing is among the most basic human needs; and 4 5 WHEREAS, man}r low-income people in the City of Saint Paul have difficulty finding affordable 6 and appropriate housin� for themselves and for their families; and 7 8 WHEREAS, the G':ity hajs established several programs aimed at improving housing but state 9 assistance is also meedec�; 10 11 NOW, THEREFQRE, �E TT RESOLVED, that the City of Saint Paul urges the Minnesota 12 Legislature to pass legis�ation to help ensure that housing needs are met, including funding for 13 direct housing sub�idies,,for construction, and for meeting emergency housing needs; and 14 15 BE IT FURTHEI� RES�ULVED, that St. Paul requests that the State of Minnesota address 16 transitional housing nee�s by supporting emergency shelters and other vital social services; and 17 18 BE IT FURTHER REStJLVED, that St. Paul supports state initiatives to improve the quality of 19 rental property to educate tenants and landlords about their rights and duties, and to improve 20 dispute resolution; and ' 21 22 BE IT FLJRTHER RESQLVED, that the City requests that the State appropriate money for 23 programs that promote home ownership, both by preventing mortgage foreclosures and by 24 expanding lease-pu�rchas� possibilities; and 25 26 BE IT FINALI.Y RESO�,VED, that St. Paul urges the Minnesota Legislature to make child care 27 available to low-in�ome people who often face tradeoffs when trying to meet both housing and 28 daycare needs.
