RESOLUTION
CITY OF SAINT PAUL, MINNESOTA

WHEREAS, the City of Saint Paul , in order to meet its
responsibilities under the Minnesota Waste Management Act,
Metropolitan �Council Solid Waste Policy Plan , Ramsey County Solid
Waste Master Plan and Recycling Implementation Strategy to assist
the county to', recycle 35 percent of the solid waste stream by
1993 , wishes to continue to further recycling in the city ,
county, Metropolitan Area and State of Minnesota; and
WHERAS, the City, through its curbside and multi-family recycling
collection and neighborhood clean-up programs recycled over 8, 000
tons of recyclable materials in 1989, will recycle over 12 , 000
tons in 1990 , and projects that over 23,000 tons will be recycled
in 1991 , due to implementation of mandatory recycling, mandatory
refuse collection, and mandatory volume-based fee ordinances and
the addition of new materials and features to the programs; and
WHEREAS, the City has received 100 percent funding for the
curbside and multi-family recycling collection programs from
Ramsey County since 1987 , and Ramsey County is receiving $692 , 919
in Fiscal Year 1990 and at least $1 ,451 , 852 in 1991 in SCORE
funding allocations from the Department of Revenue, not including
the Ramsey County' s 25 percent matching funds for this purpose;
and

WHEREAS, the City desires to continue to fund the recycling
program from the SCORE allocations to the maximum extent
possible; and
WHEREAS, refwse haulers operating in the City and County annually
remit an estimated $4. 0 to $5 . 0 million to the Department of
Revenue of collections of the six percent sales tax on solid
waste collection services ; and
WHEREAS, the , current funding system does not encourage maximum
utilization of the solid waste disposal hierarchy ; provides
little incentive to individual households to participate in
recycling ; provides no assurances that the funds collected at the
state or metropolitan level are passed through to the
municipaliti�s which actually manage the recycling programs and
incur the expenses; and
RESOLVED, th� City of Saint Paul supports legislation that would
dedicate l00 percent of the revenue collected from the tax on
solid waste collection services be used for solid waste reduction
and to manag�ment programs including both collection and creation
of markets for recycled materials ; and
FUTHER RESOLWED, City of Saint Paul urges the Minnesota
Legislature to amend the Waste Management Act to r-equire that a
minimum of 5p percent of the sales tax revenue be returned to the
County or City where the revenue was generated; and
FURTHER RESOLVED, that the Legislature should amend the Waste
Management Act to direct the Department of Revenue to allocate
the SCORE recycling funds directly to those municipalities which
actually operate the recycling program.
