RESOLUTION
CITY OF SAINT PAUL, MINNESOTA

WHEREAS, the "Minnesota Miracle, " created in 1971 by the
Minnesota Legislature, sought to reduce governments'. reliance on
property ' taxes by using new revenue sources; and
WHEREAS, Local Government Aid was originally intended to reduce
the effects of the disparities in taxing ability between local
governments tay allocating revenue on the basis of need and
ability to paiy ; and
WHEREAS, the State' s Local Government Aid program was also
intended to replace property tax revenue previously kept within
localities by returning a portion of the new revenue to local
governments; and
WHEREAS, the goals of Local Government Aid are as relevant and
worthy now as they were in 1971 when the program was enacted ; and
WHEREAS, the City of Saint Paul lost $1 . 8 million in LGA in 1990;
and �
WHEREAS, this loss of revenue is causing serious fiscal problems,
reducing the City' s ab..ility to deliver essential services;
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul urges
the Minnesota' Legislature to restore and increase funding for
Local Government Aid.
