Dale Saint Paul, MN 55102 RE: License application �15078 - Expansion of on-sale liquor service area for Cognac McCa�thy's located at 162 North Dale St. Dear Mr. Gadboisc We hereby g�ant �oning approval for the referenced liquor license expansion subject to the following conditions: 1. Nine (9) bff-street parking spaces shall be provided to meet the requiremet�ts for the expanded service area. 2. It is proposed that these nine vehicle spaces be located on an unimprove�i parcel of land owned by the City's Housing and Redevelopment Authority, (HRA), at the southwest corner of Selby and Dale. You currently' lease this parcel from the HRA to park 25 customer vehicles. The use of this parcel was never approved as a parking facility. Section 62.103 of the Saint Paul Zoning Ordinance requires that the parc�el be improved to City parking lot standards (see attached) before it m�ay be legally used to meet off-street parking requirements. It is our under�tanding that the HRA is reviewing with the District 8 Community� Council plans to make the necessary improvements to this parcel. The licen8e holder for the referenced establishment (including expanded service a�ea) is responsible for providing the (9) nine off-street . parking spaces. If the HRA parcel (mentioned above) is not brought into comp�liance by .November 1, 1991, the license holder shall relocate these 9 parking spaces to a lot which meets City zoning requirements or cease opexation of the� expanded service area. The 25 off-street park;�ng spaces presently provided under the lease agreement with the HRA shall' also be discontinued, if the lot is not improved by the speciffedldeadline.
