SUBJECT: SEWER' FUND FUND BALANCE TItANSPER TO G.O. DEBT
When the City Counci� adopted the 1988 City Budget in 1987, they decided to increase
the Sanitary Sewer raties to pay for debt service on general obligation bonds previously
issued for sewer const�uction work. The debt service on Water Pollution Abatement
Bonds and some C.I.B sewer b�pnds were being financed by property taxes, instead of
sewer user fees. The �ouncil wanted tax-exempt properties to help pay for sewer
' construction which be�efited their properties.
When reviewing the ayor's Proposed 1991 Budget for the Sewer Service Fund, I
noticed on Specia.l Fu�ids Page 418, that the actual 1989 transfer out to the Debt Service
Fund amount o£ $3,330,SOQ was less than the 19$9 adopted budget transfer af
$3,736,109. It appears' that the $405,609 for C.I.B. bonds was never transferred over
during 198�. Why not?
A�so, Page 77 of the aidopted 1988 General Debt Service Fund Bndget indicates that
$3,409,425 should have been transferred out of the Sewer Fund in 19$8, but the actual
1988 transfer was $86,�J19 short, at $3,322,706.
I believe it is appropri�te to transfer these two amounts ($405,609 and $86,719) out of
the Sewer Fund now, �nd use them to refin� the Mayor's Proposed 1991 budget for the
General Debt Secvice Fund. In my opinion the $492,328 should be used to:
' a) ma'.ce a pri�cipal payment on the 1991 C.I.B. bonds;
b) of£set the Cr�mo Grant money which is a questionabJe revenue source; and
c) cancel the inappropriate �55,000 transfer from the 1991 C.I.B, bond issue.
How come our Accou�.ting Division in the Finance and Management Services
Department did ot catch these billing mistakes made by the Public V�lorks Department
and/or Treasury�Division?
