WHEREAS, an e�timated 45,000 young pebple from the age of 10 to 19
make up 13� of the Saint Paul commun�ity;
WHEREAS, these individuals are toQ often not provided opportunities to
voice their ccncerns, participat,� in decision making processes, or
contribute their resources as v}:�able Saint Paul citizens;

WHEREAS, the Mayor's Strateg' Planning Committee on Youth and
Education dev�loped a plan address youth related issues;
WHEREAS, one identified s ategy focused on involving and preparing
youth as leaders in the S��aint Paul community;

WHEREAS, the City's es blishment and support of a citywide Youth
Council emerged as a v hicle for young people to make significant
contributions to City government, schools and the community at large;

WHEREAS, in demonst�ating the City's commitment to youth empowerment,
the City's Youth C�rdinator selected eight Saint Paul youth to
develop a you�h co, ncil model;
WHEREAS, in May f this year, two Youth Council development committee
members preser�t a plan to the Hwnan Services Committee of the City
Council and r�c ived favorable support;
NOW BE IT RES VED, that �the City Council hereby establishes the City
of Saint Pauli�Youth Movement; and be it
FURTxER RESOLVED, that the Youth Movement will provide a permanent
structure for youth to actively participate in decision making
processes that impact their lives; and support their involvement as
contributing members of the Saint Paul community. Specifically the
committee' will address issues and impact policies, promote the welfare
of youth,' pro�ect positive youth images and change neqative
stereotypes, promote cultural awareness and diversity, influence peers
and promote youth mentoring, and support leadership development

AND BE IT FUR�HER RESOLVED, the twenty member youth body of the Youth
Movement �will' represent diversity in culture, race, qender, academic
levels (qrade� 7 to post-high school) , socio-ecorlomic status and
school stiruct�re (public, private and parochial,�j'. For the initial
appointm�nts, ' ten terms shall run for one year,>, and ten for two years.
The Mayor sha9.1 appoint members of the Youth ,lGlovement as established
by the opien appointment process. The Counci,� shall sunset five years
from the date of the first meetinq unless t�e City Council acts to
extend th�e length of the committee. ��

SUBJECT: Youth Council Resolution
Please find attached the resolution proposal for the
establishment of the Youth Movement.
As you may rec�ll, last spring two youth members of the Youth
Movement development team presented a youth council plan to the
Human Services Committee, receiving overwhelming support. Over
the past �everal months, the Youth Movement concept has generated
a great deal of interest and enthusiasm among youth and adults
from various arenas. The development committee is eager to begin
the Council buxlding process and "youth movement".

Council and appreciate your commitment to empowering Saint Paul 's
youth.
