WHERE S, District Energy Services, Inc. has proposed
� constructi n f a district chilled water service to provide
district c oi ng for the Court House and other niearby buildings;
and
WHERE S, Phase I of the proposed district cooling system
will serve 4, 00 tons of cooling demand; and

- . WHERE S, district cooling, as contrasted with in-building
cooling fo t e City/County Court House, provides lower capital
cost�, les o going maintenance, ease of building operation and
requires s bs antially less building space and is fuel flexible;
and
WHER'E S, recent turmoil in the Persian Gulf has rekindled
this count y' awareness of the value of alternate energy sources
such as di t�'ct cooling; and ,
WHERE S, the present coolant utilized to chill water in on-
site air c nd'tioning contains chlorofluorocarbons (CFC's) , which .
are being ha ed out as a major contributor to ozone layer
depletion; an
WHERE S, the State of Minnesota is restric�:ing the use of
groundwate a d the City of Saint Paul has a concentration of the
buildings ha are required, over the near term, to cease pumping
of ground ate for cooling purposes; and
WHER S, the development of a district cooling system in
downtown Sain Paul will keep the City economically competitiv.e
with Minn apo is which already has such a syste�n in place; and
WHER S, district cooling removes the requi.rement for
unsightly coo ing towers and associated costs and problems with
roof rega'r a d maintenance; now, therefore, be it
RESC1 VE , that the City Council hereby endorses the concept
of distri t oling and supports development of 'this fuel
flexible, al rnate cooling system to. serve dowrltown Saint Paul
and encou ag s District Energy Services, Inc. to develop Phase I
design, ci ns uction and implementatior�; and be it

the Mayo bm't to the Council on r before November 15, 1990, a
recommended ' ancing plan, with con 'deration given to the plan
prepared by Di rict Energy Services, nc. , to facilitate the
design, cor� tr c 'on and implementation f district cooling; and

Ramsey Coun y oard of mmissioners to parti 'pate in this
public-priv te partnershi with the City of Sai t Paul and
District En rg Services, I c. by providing up t an $800, 000
interest fr e -year loan to istrict Energy Servi es, Inc. to •
help financ P ase I of the pr osed District Cooli System.
