Construct a or sewer system, water and sewer service conne�tions and
reconnectio� , st eet improvements and construct an ornamental lighting system in the
Mississippi �t ver Boulevard watershed. This area is bounded by Fairview, Randolph,
Highland arl Mis issippi River Blvd.
EXISTING � N ITIONS:
The project la ea is presently partially separated and is served by a combined sewer
system and sto m sewer system. During periods of rainfall, storm water and sanitary
sewage are om ined. Light rainfall, combined with sanitary sewage, will be directed
to the sewag tre tment plant where the stormwater will unnecessarily treated.
Moderate to ea rainfall, combined with sanitary sewage, will ol�erflow diversion
structures a� un reated sanitary sewage will outlet to the Missis5ippi River. Reports
of sewer bac up into basements and surface flooding have also been noted in this
area.

and/or tree no ts. Although no tree removals are planned, tree trimming may be
necessary at om locations to facilitate sewer construction.
The new stoir se er construction is part of a long-range storm sewer project which
will result in � pa te storm and sanitary sewer systems througho�t the city.
The street irt� rov ments proposed would compliment the storm sewer construction.
New bitumino s r adways with concrete curb and gutter are being proposed. All
driveways w�ll be econstructed with concrete and new concrete outwalks will be
constructed fi r e h home. Boulevards will be regraded and sodded. The old wood
pole lightingls ste would be replaced with a new sodium vapor lighting system.

in conjunction wit sewer construction, will save time, money and inconvenience later.

With the com leti n of the city's sewer project and the disconnection of rainleaders,
sewer backu s in o basements will be eliminated, surface flooding reduced, and the
diversion of s nit ry sewage to the Mississippi River, as well as the diversion of storm

ADVERSE E FE TS:
Normal probl ms ssociated with construction, such as noise, du�t, reduced access to

and three fe t o the west side (school). Two small trees on the west side of Kenneth
will be reloc ted because of the widening. No trees will be affected on the east side
of Kenneth,
On the rem 'nd r of the project, street widths will remain the same. No additional
trees will l�e aff cted by the construction. Although no additional tree removals or
relocations re lanned, tree trimming may be necessary at some locations to
facilitate se er onstruction.
The new st rm sewer construction is part of a long-range storm sewer project
which will r su t in separate storm and sanitary sewer systems throughout the
city.
The street i rovements proposed would compliment the storm sewer
construction N w bituminous roadways with concrete curb and gutter are being
proposed. 11 riveways will be reconstructed with concrete and new concrete
outwalks wi 1 b_ constructed for each home. Boulevard� will be regraded and
sodded. Th ol wood pole lighting system would be replaced with a new sodium
vapor lighti g s stem.
ALTERNAT S:
To do nothin w uld be inconsistent with the city's commitment to improve existing
oiled street a d improve water quality and reduce pollution. Improving the
roadways i co junction with sewer construction, will save time, money and
inconvenien e 1 ter.
POSITNE BE TS:
With the co� ple ion of the city's sewer project and the disconnection of rainleaders,
sewer backu s i to basements will be eliminated, surface flooding reduced, and the
diversion olf san tary sewage to the Mississippi River, as well as the diversion of
storm water o t e sewage treatment plant, will be eliminated.
