EXISZ'ING C ND ONS:
The project re is presently served by a combined sewer sy�tem. During periods of
moderate to he rainfalls, stormwater and sanita.ry sewage combined to flow over
a diversion tru ture and outlet to the Mississippi River. Reports of sewer backups
into baseme ts d surface flooding have also been noted in this area.
Margaret d ixth Streets are paved with concrete base and have concrete curb.
Wilson, eas of Johnson Parkway and Clarence are paved with asphalt base and
asphalt cur .
Third betw en Arcade and Johnson Parkway is a 36' wid+e 'cancrete paved street.
Parking is ed on the north side of Third between Arcade and Hancock.
G�n�xally, he streets within the project area have an oiled roaeway surface with
no curb or nl intermittent sections of concrete curb. The driving surfaces are fair
ta poor and roa way widths vary because of lack of curb.

installed.
Third betw en cade and Johnson Parkway will be overla�ed with bituminous
surfacing. It i proposed to ban parking on the north side of Third between
Hancock a d ohnson Parkway in order to meet Municipal State Aid (MSA)
Overlay St da ds. The current iVISA Standard requires a 42' width, with parking
on both sid s r 34' width,with parking on one side. Under the proposed iVISA
Standards, he requirement is 38', with parking on both �ides or 32' width, with
parking on on side. The geometrics of the Third/Hancvck intersection will be
improved. hir Street between Earl and Tell will also have sewer construction.
ALTERNA S:
To do nothi g ould be inconsistent with the city's commitment to improve existing
oiled street .
Typical ro w y improvements which have been constructed recently in adjacent
residential are s are being proposed here. Improving the roadways in conjunction
with sewer con truction will save time, money and inconvenience.
POSITIVE .
With the c m etion of the city's sewer project, the chance of sewer backups into
basements zn surface flooding will be reduced.

The total cos f th project is estimated at $1 .1 Million. Two-thir s of this will come from
state and fed r I fu ds. A portion will come from a redirection of axes Saint Paulites are
already payi , an a sewer service surcharge to all city property wners. The rest would

The street pa' ng nd lighting would consist of construction of coricrete curb and gutter, a
new bitum�n s s rfaced roadway, concrete driveway aprons, bo�levard sodding and
installation f ant rn style street lighting. �

)ohnson Parl� ay. Since Third Street is a Municipal State Aid (MS,�) route, there will be no
street assess nt I vied for the overlay. Costs for the overlay will be paid by Municipal State
Aid Funds, ich re generated by the State Gas Tax. It is also pr posed to ban parking on
the north side of T ird between Hancock and Johnson Parkway i conjunction wrth the
overlay proj t.

the Griffit oi t Douglas Sewer System. The area is bounded by Margaret, Etna,
Burns and yp ess.
EXISTING C ND IONS:
The project re is presently served by a combined sewer system. During periods
of moderate to eavy rainfalls, stormwater and sanitary sewage combine. to flow
over a diver io structure and outlet to the Mississippi River. Reports of sewer
backups int ba ements and surface flooding have also been noted in this area.
Margaret, S' th and Third Streets are paved with concrete base and have concrete
curb. Wilso , e st of Johnson Parkway and Clar�nce are paved with asphalt base
and asphalt cur .
Third betwe n rcade and Johnson Parkway is a 36' wide concrete paved street.
Parking is b nn d on the north side of Third between Arcade and Hancock.
Generally, e s reets within the project area have an oiled roadway surface with
no curb or o ly ntermittent sections of concrete curb. The driving surfaces are
fair to poor d oadway widths vary because of lack of curb.

which will es lt in a separated storm and sanitary sewer system for the
Griffith/Poin D uglas area. The street improvements proposed would compliment
the storm s er construction. New bituminous roadways with concrete curb and
gutter are b ing proposed. All driveways will be reconstructed with concrete and
new concret o twalks will be constructed for each home. Boulevards will be
regraded an so ded. A new energy efficient sodium vapor lighting system will be
installed.

Overlay Staa da ds. The current MSA Standard requires a 42' width, with parking

parking on ne side. The geometrics of the ThircUHancock intersection will be
improved. T ir Street between Earl and Tell will also hav� sewer construction.
ALTERNATE :
To do nothin w uld be inconsistent with the city's commitnnent to improve existing
oiled streets.
Typical roa wa improvements which have been constructed recently in adjacent
residential ea are being proposed here. Improving the �oadways in conjunction
with sewer ons ruction will save time, money and inconvenience.

PROJECT:
Construct'' st rm sewer system, water and sewer service connections and
reconnecti� s, s reet improvements and an ornamental lighting system in part of
the Griffit oi t Douglas Sewer System. The area is bounded by Margaret, Etna,
Burns and yp ess.
EXISTIl�IG C ND TIONS:
The project re is presently served by a combined sewer system. During periods
of moderate to eavy rainfalls, stormwater and sanitary sewage combine to flow
over a diver io structure and outlet to the Mississippi Ri'ver. Reports of sewer
backups int ba ements and surface flooding have also beeri noted in this area.
Margaret, S'xth a�d Third Streets are paved with concrete base and have concrete
curb. Wilso , e st of Johnson Parkway and Clarence are pa►ved with asph��lt base
and asphalt cur .
Third betw�e n rcade and Johnson Parkway is a 36' wide concrete paved stre�t.
Parking is b nn d on the north side of Third between Arcade and Hancock.
Generally, t e s reets within the project area have an oiled roadway surface with
no curb or o ly ntermittent sections of concrete curb. The driving surfaces are
fair to poor a d oadway widths vary because of lack of curb. �

The new st rm sewer construction is part of a long-ran�e storm sewer project
which will res lt in a separated storm and sanitary sewer system for the
Griffith/Poi; D uglas area. The street improvements proposed would compliment
the storm � we construction. New bituminous roadways with concrete curb and
gutter are b in proposed. All driveways will be reconstr�cted with concrete and
new concret o twalks will be constructed for each home. Boulevards will be
regraded am so ded. A new energy efficient sodium vapor lighting system will be
installed.
Third betwe n rcade and Johnson Parkway will be ove�layed with bituminous
surfacing, t i proposed to ban parking on the north side of Third between
Hancock an J hnson Parkway in order to meet Municipal State Aid (MSA)
Overlay St da s. The current MSA Standard requires a,42' width, with parking
on both sid s o 34' width,with parking on one side. Under the proposed MSA
Standards, t e equirement is 38', with parking on both 5ides or 32' width, with
parking on ne side. The geometrics of the Third/Hancock intersection will be
improved. T ir Street between Earl and Tell will also have sewer construction.
ALTERNATE :
To do nothin w uld be inconsistent with the city's commitment to improve existing
oiled street�.
Typical road ay improvements which have been constructed recently in adjacent
residential a eas ar� being proposed here. Improving the roadways in conjunction
with sewer c ns uction will save time, money and inconver�ience.
POSITIVE B� .
With the ca ple ion of the city's sewer project, the chanc� of sewer backups into
basements � d s rface flooding will be reduced.
General im ro ement to public right-of-way in conjunction with sewer
� construction 'll enhance and add quality to the neighborhood. Street oiling would

Normal pro em associated with construction, such as noise, dust and general
disruption, ill e present. However, by constructing a11 improvements at the
same time, tur adverse effects would be eliminated.
