ment and has fully c nsid red the same; now, therefore, be it ;
RESOLVED, T at t e Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the pro er C ty officers are hereby directed and authorized to proceed wlth the improvement; and be it
FURTHER RE OL ED, That upon the completion of said improvement, the �roper City officers shall calculate

Griffith/Pqi t ouglas sewer system. The area is bounded by Margaret, Etna,
Burns anc� c de.
EXI�TING C ND ONS:
The project re is presently served by a combined sewer system. During periods of
moderate to he vy rainfalls, stormwater and sanitary sewage combined to flow over
a diversion tru �ure and outlet to the Mississippi River. Reports of sewer backups
into baseme ts d surface flooding have also been noted in this area.
Margar.et d ixth Streets are paved with concrete base and have concrete curb.
Wilson, ea�s of Johnson Parkway and Clarence are paved'with asphalt base and
asphalt cur .
Third betvv en cade and Johnson Parkway is a 36' wide �concrete paved street.
Parking is b d on the north side of Third between Arca�e and Hancock.
Gen�rally,I t e treets within the project area have an oiled r�aeway surface with
na curb or o y termittent sections of concrete curb. The driving surfaces are fair
to poor and oa way widths vary because of lack of curb.

The new st sewer construction is part of a long-range storm sewer project
which will res t in a separated storm and saiutary sewer system for the
Griffth/Po' t D uglas area. The street improvements proposed would compli.ment
the storm s we construction. New bituminous roadways with concrete curb and
. gutter are ein proposed. All driveways will be recon.structed wit,h concrete and
new concre e o twalks will be constructed for each home. Boulevards will be
regra.ded aa s ded. A new energy e�eient sodium vapor lighting system will be
installed.
Third betw en cade and Johnson Parkway will be overlayed with bituminous
surfacing. It i proposed to ban parking on the north side of Third between
Aancock a d ohnson Parkway in order to meet Muni�ipal State Aid (MSA)
Overlay St da ds. The current MSA Standard requires a 42' width, with parking
on both sid s o 34' width,with parking on one side. Under the proposed MSA
Standards, he equirement is 38', with parking on both sides or 32' width, with
parking on one side. The geometrics of the Third/Hancock intersection will be
improved. hir Street between Earl and Tell will also have sewer construction.
ALTERNATE :
To do nothi g w uld be inconsistent with the city's commitment to improve existing
oiled streets
Typical roa wa improvements which have been construct�ed recently in adjacent
residential rea are being proposed here. Improving the roadways in conjunction
w-ith sewer ons ruction will save time, money and inconvenience.
