WHEREAS, the Envi� mm �tal Protection Agency has determined that unac �pt le levels of heavy
metals and bacteria ar ty ically found in urban stormwater; and �

WHEREAS, under th am ndments to the Clean Water Act, the Env' onmental Protection Agency is
required to initiate a rmit ing and management program for b storm drainage systems; and
WHEREAS, the Minr�e ota Pollution Control Agency will ad ' sterthis prbgram forthe State of
Minnesota; and �
WHEREAS, small m� icip I systems, those servin ations less than 100,000, are not addressed in
the proposed regulati�o s; nd
WHEREAS, it is estirh ted that this program wi i ' ' Ily cost the City of S int Paul approximately
$500,000 annually ar� will probably increase as ements of the program�are implemented, such as
increased stormwater on ing, catch basi mg, increased street sweeping and other efforts to
reduce stormwater's p Ilut nt load; and
WHEREAS Saint Paiu 's e forts to red c \ ollutant load of its stormwater runoff will have a ve
