' SZJNIlKARY OF ENGINEERING RECONIlNDITIONS
Larpenteur/Jackson Storm Sewer
project No. 90-5-8063
PROJECT• '.
Construc storm sewer system, watermain, water and sewer
service on ections and reconnections, street restoration. The
area is ou ded by Wheelock Parkway, Cottage, Abell and Klainert.
See att he maps.
INITIATT G CTION:
The pro ec is part of the City of St. P2tul Combined Sewer
Separat. n roect.
ERISTIN CO ITIONS:
The pro ct area is presently served by a combined sewer system.
During ! ri ds of moderate to heavy rainfall, there have been
reports of sewer backups into basements and surface flooding
problem$ !,
All the st eets within the proect area have curb and gutter.
The driv ng surfaces are fair to good.
Some str et segments within the proect area have displaced curb.
However, at empts made to adust old curb havel, been unsuccessful
in the as ; therefore, we are proposing tb remove existing
displac c b and construct new curb and gutter where it is
affecte by sewer construction.
PROPOS ROVIIKENTS: •
Storm s er construction and restoration in ki,nd is proposed for
the rig. o way and easement area as follows: '
II J ckson (Nebraska to Nevada)
T out Brook Circle (Arlington to Cul-de-Sac)
; J ckson (Cottage to Arlington)
T mberlake (Jackson to Bigelow)
H gelow (Nebraska to Klainert)

I
K ainert (Arlington to Nevada)
A lington (Jackson to Kiainert)
' E sement along existing Trout Broo3c Interceptor Jackson
' S reet Extension (Arlington to Trout Hrook).
W termain - 30" and 8" pipes replacement will occur
s multaneously with stornt sewer' construction on
A lington ( Jackson to L'Orient) .
The new st rm sewer construction is part of a long-range storm
sewer pr e t which will result in a separated storm and sanitary
sewer st m for the Larpenteur/Jackson area. New bituminous
roadway is being proposed for Arlington Avenue since storm sewer
and watrm in construction will leave little roadway which has
not been; di turbed.
i
All dri, ew aprons, concrete outwalks, and boulevards disturbed
during on truction will be restored in kind. Trees will be
plantec in he boulevard and easement areas as needed to reforest
the area.
ALTERN T S:
To do n'o hi g would be inconsistent with the C,ity' s commitment to
separate t e combined sewers. Improving he roadways where
practiaal i conunction with sewer construct.on will save time,
money a i convenience later.
POSITIVE BE FITS:
With th c mpletion of the City's sewer project, the chance of
sewer b ck ps into basements and surface flooding will be
reduced, an after rainleader disconnections, sewer backups into
basement w 11 be eliminated.
ADVERS G'PS•
Normal ro lems associated ,with construction, such as noise,
dust, g neral disruption wi11 be present.
The co tru tion needs will require closure of Arlington Avenue
between; Jac son and Klainert. Temporary parking bans and street
closure wi 1 be imposed during various stages of canstruction.
Howeverl, lo al access will be maximized as mch as construction
permits an continuous access by emergency vehicles will be
providel.

Since t e original Trout Brook Interceptor Jackson Street
Extensioi w s built, trees and bushes have grown along the route.
Construc io of the relief outlet will require removal of
approxim te y 0.6 acre of existing brush located on the private
connnerci 1/ ndustrial site. ' This route will also resuit in
partial is uption of business along sewer routing.
SPECIAL N IDERATIONS:
The insall tion of a pipe paralleling the existing Tzout Brook
Intercep or Jackson Street Extension will result in the need for
acquirin a addition 10' of permanent easement.
Water D Ipa ment plans to install a 30° concrete and 8" ductile
iron pie atermain paralleling the Arlington Street 36" storm
sewer. So 1 conditions dictate that the 30" watermain must be
mounted on the same piling supports as the proposed 36" storm
sewer.
TIME SCH D E:
This pr je t is identified as a "reserve" pro, ject and depending
on Stat a d Federal funding may not be constructed until 1991.
In eithe c se, the following sequenced would apply.
The con tr ction of storm sewer and watermain on Arlington must
be perf rm d after September 1. The existing Arlington Street
watermai ust remain operational until that date to provide
supply ri g peak summer consumption months.
Although c nstruction is anticipated to begin by June 1, the
watermai imitations on Arlington Street dictate the proect
will not be completed until around November 15.

RECO AT ON•
The Lar en eur/Jackson proect is primarily a sewer separation
proect. T e project affords the opportunity to expand watermain
service' o he east side of 35E by constructing a new line along
the Arl, ng n Avenue corridor. Special construction techniques
of comb3ni g sewer and water pipes on the same piling support
system il result in considerable cost savings in areas of
anticipa ed poor soils.
The Depja tm nt of Public Works feels that this is a necessary and
worthwh. e pro, ject, and the Engineering recommendation is for
approval of the order.
