Dear Sir:
On July 19, 1990, the Zoning Committee of the Planning Commission held a public
hearing on this Special Condition Use Permit. The petitioner testified. At
'� the close of the public hearing, the Committee voted 7 to 0 to approve the
Special Condition Use Permit based on staff findings.
On July 27, 1990, the Planning Commission upheld the Zoning Committee's
recommendation on a vote of 12 to 1.
This appeal of the approval of a Special Condition Use Permit is scheduled to
be h�ard by the City Council on September 13, 1990. Please notify me by
September 11, 1990, if any member of the City Council wishes to have slides of
the site presented at the public hearing.

1, am Yvonne Leith, Director of Women of Nations. I make
this Af id vit in response to the claims made at the September 13,
1990 Stt P ul City Council Meeting that our proposed shelter would
endange t e public health, safety, and welfare.
2. ' e object to the issue of endangerment being brought up
by a co nc ' 1 person when it was not in the appeal; we object much
more st en ously to even the suggestion that a shelter for victims
of do st'c violence could endanger ang�one or anything.
Noneth� es , we have made a good faith effort to respond to this
concern
3. r. Thune and Ms. Pappas talked about the delay as giving
them an op ortunity to find other sites for u�. The only ,contact
we hav�e' ha from them is by a Brian Miller, of the Neighborhood
Develop en Alliance. He mentioned only two'� specific sites: a
Luthera s hool on the West Side, which is very large, and of
course do s not have sleeping facilities, ',I and the Riverview
Hospi�al n the West Side which is also very large and has a
seriows as estos problem. He has since madellvague references to
other ss 'bilities, which would take many months to develop. As
my lett r ndicates, our funding depends on ou#t getting our shelter
going oon.

4. have carefully reviewed the reca'rd and can find no
facts s�u�ppo ting the claim of endangerment; we cannot disprove what
is not he e, but are offering this evidence to do what we can to
dispel he claims of endangerment. We transc�ribed the pertinent
parts of he record and find unsupported �llegations and no
eviden� t at we can refute. Some examples follow: At the zoning
hearing D nis Boust said that there was a drawback to him selling
his hou�e hat the shelter is across the strei�et and claimed that
at New on ections, a "lot of crazy things were going on" . I
underst nd that a fear that property values will decrease is not
a valic� re son to deny a permit. Chris Japeso� testified that WON
is dif� re t from New Connections; the adolescents were chaperoned
' ,
in and ut and not allowed to go freely; how can one respond to
such no se se? He also said that New Connectio9�s maintained itself
as a s� ar te entity and didn't impact negatively or positively and
that N� we e responsive to complaints; we feel this is supportive
to us. At he City Council hearing, Anastasia ?Verkose talked about
seeing ro p home residents walking down the street and not knowing
where t ey belong; she clearly must have been referring to mentally
ill or et rded; this has nothing to do with k�attered women. She
also claim d that a group home resident broke into a neighbor' s
house a d aped a woman and slashed someone' s throat; again, this
has no el vance to our shelter. She admittec�' that NC worked well
with t e community. She claimed that Mo�roe school had 23

addit'o al children because of the YWCA shelter; the YWCA is not
�,
a bat� red women' s shelter; it has many out di town people whose

childrer� a e not registered in a local school. This is not the
experier�ce of battered women' s shelters. As a matter of interest,
in 1989, he St. Paul Public School system submitted a grant
proposa� w' th Women of Nations for on-site schooling at our
shelte�� w were not funded then, but we didn',;t have a site then.
We will 're- pply--we definitely want on-site schooling as an option
for chi�dr n who can't safely remain in theirlold school. There
is new fede al money now for schooling for the �omeless so we think
our ch nce are much better. Ms Huest also introduced the
paterna is ic argument that Ft. Road needed to protect our battered
women f om their dangerous, crack and bar-in�jested neighborhood.
We wisl� to assure anyone similarly concerned that we will protect
,
our res 'de ts; our plans call for at least two staff awake 24 hours
a day; e ill protect our people and make th� community safer by
our wa� chf lness. Ms. Huest further said that she was "not
convinc d hat residents are the risk; the type of neighborhood we
live in is more of a reverse risk for them''. " Susan, a block
captair� in Crime Watch, said she didn't need people in seclusion
or hidir►g, ut needed participating members. We will have a strong
staff, �.nt rested in safety. We intend to worlk with the community
to maks th s area safer.

of them his is what we learned; They indi�!ated they generally
have ex�el ent relationships with police and the neighbors. The
only twq w th neighborhood problems of any severity cited a lack
of park'ng space as causing difficulties . �hey indicated that
there a e a average of 1.5 or less children fox each woman staying
in the �he ter and 1/3 or less of the children tend to be school-
age. T e ast majority stay in their old school, and are bused
,
there. M ny of the shelters do not have statistics on police
calls. Non of them reported any problems to the neighborhood from
abuser� O e reported that in 12 years of operation, with an
average of 100 women per year, 3 men had showr� up at the shelter;
none o t em bothered neighbors; the focus is always on the
batter� w man. Another indicated they had called the police 10
times li 13 years to report problems unrelated to the shelter.

communi y" We understand that there is absolutely no evidence
showing t at the use of this building as a juvenile chemical
depende cy treatment facility endangered the public health, safety,
or wel ar ; common sense suggests that cl�emically dependent
adolsce ts are a more volatile population than victims of domestic

We are extlr ly disappointed in the action by the City Council to layover a
decision o�n e above appeal. We feel strongly that the issues raised by you
concerni th shelter posing "an endangern�nt and harm to the health and
welfare q th camnunity" are unjustified, and contradiet the legislation
passed ir� 98 to establish funding for this shelter. Your action further
endanger� n and children in crisis through lack of �ervices, anc3 places
th�n in � c tegory of criminal rather than victim.

v�e have a iv ly worked to establish a shelter for the ]�ast two and one half
years. We ha e worked with several realtors and have 1Cioked at numerous sites
as part of ou search. Of all the sites we have viewed, the site at 73 Leech
Street is e one that best meets our needs.
- it is� in relatively good shape;
- it i�s p esently designed for a program providing t�nporary residence,
and w�ul therefore not require the extensive renadeling that would be
entailled in conversion of an apart�nent building, duplex or other
build�ng;
- it is cl e to the Ramsey County Courthouse, virtually eli.minating
trans r ation time and costs for staff and residents;
- the ,f ci ity has large bedrooms, each with a private bath;

We canno st ess strongly enough the pressing need to open this shelter, not
only for Ind an women but all women who are now provided services by our
agency.
For your inf rmation, we consistently meet our goals for projected services,
the n rs ncrease yearly. The following table illustrates not only the

receivec� is elf-explanatory.
Your con ern about abusers caming to the shelter are urhfounded. You should
know tha th crime of partner abuse occurs in the secrecy and privacy of the
hame. e f cus of the batterer is on the partner. As you heard in council
testimon by shelter staff and directors, the number of abusers who come to
the shel er re virtually nil. On the other hand, the health and welfare of
women an ch'ldren in crisis is being endang�red by Council's delay in this
situatior�.
Regarding th concern about the i�act on social services in your district by
residen�s� of the shelter, the fact is we netw�ork extensively within our own
can�anity an throughout the seven county metro area.
The fin i cast to Women of Nations will be trenendous if we lose the site
at 73 Lee treet. Our purchase agreement will expire if this appeal is not
promptly e lved and we may lase the opport�ity to purchase this site. The
NIl�1 Depa� n of Corrections, a major source of our funding, has made it
alxindan ' c ear to us that we must be open and operating by June 30, 1991.
We know h w ong it has taken us to get this far, and we still have to
renovat he uilding before we can open. If we were to start over at this
point, 't is oubtful we could be aperating by June 30�; 1991.

capital c�ran we were awarded two w�eeks ago by the Minnesota Housing Finance
Agency. ,Thi grant is specific to Leech Street. One of the factors that
impress' M. .F.A. about our plan was the quality and appropriateness of the
site (r res ntatives of M.H.F.A. made several tours of the building as part
of theiX dec sion making process) .
. If the a a is not pr�tly resolved in our favor, Wi�men of Nations will
suffer � dit onal financial losses in an amount undetermined at this time.
Because e s e absolutely no legal justification for Council action preventi.ng
us from' pen ng our sheltpr, you will co�el us to seek legal avenues to
ensure t e s fety and well-being of wom�en and children in crisis and in need
of our � rvi es.
We appr iat your offer to help us find another building__in another area of
the city H ever, we cannot discount the w�ork of staff and -v�o-lunteers who

Prog ams, currently based at 73 Leech Street. New Connection
Prog ams, operating at 3 different sites, has been in
exis enc for 20 years, serving teens and their families.
We h ve een at the Leech Street facility for the past 10
year .
In 1 86, the Fort Road Association honored New Connection
"7tuo decades oj programs "For Exceptional Service to the Community. " We
�Ce have bee an active participant in the neighborhood in many
��8� way�; Crime Watch Clubs, shoveling sidewalks for local
andtbeir seni rs, providing jobs and calling the police when violence
jamilies" and/ r d ug deals were happening on the streets. As recently
as t ree weeks ago, a 6 year old girl came running over into
our ard because she was being beaten at home and we inter-
vened in that situation. We have been active participants
and ood citizens in the West 7th Street neighborhood for
many yea s.
Due to c anges in the health delivery system and reimbursement
structur , we closed the inpatient portion of our program in
January f 1990. We no longer need a building with large
dermitor �-s}yle rooms and an institutior_al kitchen. We no
long�e n ed 15,000 square feet at one site. My board is ready
to si n lease on new space which will more appropriately
fit o r eeds as an outpatient program.
Our b il ing has been on the market for 8 months . We have
had 3 se ious inquiries and another 4 or 5 indications of
inter st. All parties would require provisional use zoning
stipulat 'ons. We have pursued the idea of a daycare center and
of a ou h hostel, but neither of these have materialized.
With he St. Paul City Council considering overturning its
Zonin /P anning Commission vote, we are faced with the threat
of n�o b ing able to sell our 26-bed facility. Should this
occur, b th my Board of Directors and our legal counsel would
look po this as an "involuntary taking without compensation"
by th S . Paul City Council. �

We are v�ry alarmed at the prospect of an abandoned building at
Leech anc� Mc oal, as well as the financial ramifications for our
non-profi�t rganization.
I find il ir nic and frustrating that in 1986 we were honored by
our neig bor ood group, the West 7th/Fort Road Association, and
in 1990, we an' t get a balanced hearing. I went to both the
federati n o fice on August 23 and Dave Thune' s office on August 30
expectin a easonable discussion: Instead, I was met with an
unyieldi g p rspective that gave no consideration to one of the
neighbor ood' s "exceptional" constituents. How is it that we are
honored for "exceptional service to the community" , and a like
group is bei g portrayed as harmful and dangerous?
I urge yo t honor the free market transaction that has occurred
between me of Nations and New Connection Programs. Our Purchase
Agreement ha been signed by both parties and the closing is set
for Octo r 0, 1990.

I am writing to express the MN Department to Corrections (DOC) support for
Women of Nation in denying the appeal of the West 7th Federation.
We have fund d omen of Nations for eight (8) years to provide battered women
advocacy se vic s. Several years ago when the State Legistature was debating
whether to a pr priate funds to begin an Amer�ican lndian shelter, Women of
Nations took a eadership role in organizing and providing documentation for
the shelter.; 0 ce the funds were appropriated and DOC reieased the Request For
Proposal (RFIP) , Women of Nations again took the lead role in organizing the
community anki c eating a service plan that best fit the needs of American
Indian batt red women. We awarded them the grant funds in FY 90 and since then
we've been rking very closely with them in attaining a building and
commencing ervi ces.
Because of ', ur ommitment to establishing an American Indian shelter, we are
very concer ed bout the City Council 's lack of support in denying the appeal
of the West 7th Federation. In our history with Women of'�, Nations, we have
found them o b excellent service providers and advocate��� for battered women.
They have b en, and continue to be, committed to both the' American lndian
community a d b ttered women. They have worked very dil'igently and
conscientio sly to acquire a site that would best address the needs for safety
for battere wo en and the community. It would be unjust to deny the victims
of domesticlvio ence in St. Paul what they need to continue their fight in
eliminatingl,dom stic abuse in our community and in their lives.

The Saint P ut helter Board wishes to convey to you and ',all other City
Council mem ers its support for the siteing of the Women of Nations shelter at
the propose Le ch Street location. We particularly appreciate your
opposition o e forts to overturn the Planni�g Commission' s decision to
approve the con itional use permit.
As was note at the September 13th City Council hearing, the proposed Women of
. Nation' s sh lte is not subject to requirements governing over concentration
and dispers 1 o residential facilities. Until the law 1s changed, the City
Council is oun by existing law to approve the conditional use permit.
The fall—ba k p sition advanced by Councilman Thune, that the proposed Women
of Nations'� hel er for victims of domestic abuse creates an endangerment to
the communh y, s simply not credible on the evidence. Wone of the existing
shelters fb ba tered women and their children in Saint Paul poses a threat of
endangermen to the neighborhood or community and are considered good
neighbors 7 th ir respective neighborhoods. There is no credible evidence to
support thie pos tion that the Women of Nation's e e , �, y s
� u e en an erment. u t� the contrary, a
security co sci us run s e er m y we e an assetlto the safety and
property va ues of the neighborhood.
Other point th t should be considered by City Council members when the
Council reo ens testimony on this issue:
• Thellas two annual Overnight Shelter Board reports have documented
the' a u e n ed in Saint Paul for shelter beds for women and their
chiAdre who are victims of abuse. The Shelter Board has called upon
the Cit to take positive leadership to aid in securing such
fachlities. The City Council accepted this report last Fall .
• Wam n f Nations made a thorough search for a suitable facility in
Sai t aul utilizing assistance of PED staff. The proposed Leech
Sfir et facility is far—and—away the most suitable facility reviewed.
It ee s criteria of size, location, chitd play space, secureability,
mi'n mal rennovation costs and affordability. ,
• Ir�m di te neighbors of the proposed facility hav�e not ob�ected to the
fac li r+hen they were petitioned as part of th� conditional use �
pro ess.

• The Leech Street facility has been an institutional presence in the
Irving Pa k neighborhood for many decades, first as a child care
faci �ity nd then a drug treatment program. Its presence has been
unob� usi e. There is no reason to believe Women of Nations will
chan�e th t.
• Ther are few, if any, viable alternative uses for the Leech Street
faci ity. For example, current fire code regulations would not permit
uppe flo rs to be used as a child care facility. J�side from razing a
perf ctly good community resource, this building is' really only suited
for � e ype of residential use. The community sh�uld not be
deprived i that resource. ,
• Impac on schools will be minor as most children involved will be
pres¢ ool age.
• The c nce n voiced by one opponent of the proposed use, that shelter
resid nts might be in danger from rowdy bar patrons or drug traffic in
. the a ea, certainly suggests that enforcement activities focus on
those '"ba neighbors". Certainly Women of Nations and the �
neighaorh od would have that as a common interest. .
Finding no pr ced ral or interprative defect in the Planning Commission' s
decision, th� Cit Council is bound by law to support the decision of the
Planning Comrhissi n to grant a conditional use permit to Women of Nations for
a shelter at'' he eech Street site. The Shelter Board hopes that City Council
members will ' ake that decision without further delay so that Women of Nations
can get on wi h t e compassionate business of creating a sanctuary for
battered wome an their children.

is in suppo t of the domestic violence shelter as proposed
by Women; of Nations. I would encourage you to approve
their pr po al today.
Domestic vi lence shelters are not, and have never been, ,
a threat to the community where they are located. They are,
rather, p ace of respite badly needed by the, women they
serve. ' al ing the shelter dangerous to the health of the
communi�t i just another form of blaming (and'�, punishing)
the vict 'm. Sadly, it is the community that i� dangerous
to womel�.

WHEREAS, the Zon ng ommittee of the Planning Commission on July 19, 1990, held a
public hearing �a wh'ch all persons present were given an opportunity to be heard
pursuant to saijd app ication in accordance with the requirements of §64. 300 of the
Saint Paul Legis ati e Code; and
WHEREAS , Saint P ul lanning Commission, based on the evidence presented to its
Zoning Committee' at he public hearing as substantially reflected in the minutes,
made the followi g f'ndings of fact:

Women of Nat ns #10662 : To consider an application for a Special Condition
Use Permit to all w the operation of a Community Residential Facility which
will house up to maximum of 26 women and children.
The applicant was present. Five people spoke in support of, granting the
permit and fo r p ople spoke in opposition at the hearing. '''
Mr. McGuire s owe slides of the site and reviewed the staff report with a
recommendatio fo approval of the Special Condition Use Permit as requested.
Ms. Tracy ask d w ether New Connections was still operating from this site.
Mr. McGuires' tat d that it was his understanding that _vew Connecitons'
program was n w d funct. Ms. Tracy asked Mr. McGuire if Wo'men of Nations
planned to ho se n additional 26 persons in this facility plus the number
that had been!,hou ed by New Connections. Mr. McGuire answered that Women of
Nations plann¢d t house a maximum of 26 women and children. Ms. Tracy also
wanted to kno� if this building was built as a residencs. Mr. McGuire said he
believed it h d b en built as an institutional facility for the care of
children. Ms Hi te asked what the closest community residjential facility was
to this site nd here it is located. Mr. McGuire did not have that
information. Ms. Hirte also requested information regarding the number of
community residen ial facility residents in this district. Kr. McGuire
responded tha th last time he checked these statistics the total number of
program resid nts included in counted facilities was approximately 3.5$ of the
population of the district or 7 times the desirable concentration level. Mr.
McGuire also oin ed out that the proposed facility is not '''�included under
State Depar�m nt f Welfare licensing; although it is supported by the
Department of' Cor ections, it is a different type of facility client. The
number ot per ons in this type of facility are not in ar•� �ray incZuded in the
Ramsey Counr�y Dis ersal Plan.
The app�icar�l't, Y nne Leith, ?nter��n e:tecutive director �or «omen oi Nations,
and currently a resident of the west Seventh/Fort Road ��de'ration, addressed
the committee. S e described Women of Nations as an orKanization dealing with
the issues qf ba tered women, their focus being Americar. Indian women. Their
service, ho e�er extends to a very diverse cultural pop�:iat�on. The propsed
residential f ci ity will be for women and children plus support staff. Zt
will have a 2 -h r staff coverage and a proper securitJ system that will
provide add d se urity to the neighborhood. She added �na� Women of Nations
is among a e_wo k of Ramsey County battered women's pro�rams who share
resources. . .ey will provide additional services to wo�en in the area and

will be upgra ing the property and building. Ms. Leith stated that Women of
Nations has � com "the model program" in the state of Hinnesota in dealing
with Indian � men '
Ms. Hirte ask$d i the Jesse Street facility site had been abandoned. Ms.
Leith said th�t i had not been abandoned entirely. The cost effectiveness of
this Leech St�(eet site would be greater than the Jesse Street site.
Ms. Bonnie C11lirm nt, 1885 University Avenue, a member of C�he Women of Nations
Board of Dire tor next addressed the committee. She has t�een with the
organization s a volunteer since its beginning eight years ago. Currently
she serves op the board. Earlier she was a planning consultant for the
organization. Sh cited her experience in administration with other battered
women shelte an expressed her confidence in the organization and proposed
program. Sh exp ained some of the rules of a residence of this type and
added that t st ff works very closely with the Police Department who helps
to provide th sa ety that women need while they are in the shelter. She went
on to exclaim the empowerment some women have experienced after leaving a
shelter. Emp�we ent to become contributing members of the community, to seek
continued edu ati n and/or permanent employment, to find permanent housing.
This in turn as powerfully positive affect on their children.
Ms. Sandy Brb , 370 Audobon Avenue East #303, Inver Grov� Heights, women's
program direc or t Casa d'Esperanza, a shelter for battered women and
children loca ed n the East Side primarily focused on Hispanic women and
children. Sh co tinued to describe how they started their shelter at the
downtown YWC�A a because of the welfare of the children decided to move to a
place where c il en would be more comfortable and still protected from the
abuser. Pa ng as been the only real problem with the neighbors on the East
Side. In a d tio , she spoke of her personal experience a� an abuse victim.
Because of at er eople reaching out to provide special pr4grams and services
she now is a ro ctive asset to the community.
Ms. Sam Ell�o , 2163 Beech Street, legal advocate for Women of Nations
addressed t e is e of the stigma involving a shelter. People are somewhat
concerned tt�a b cause of the shelter "bad elements" are b�ought into the
neighborhood. S e emphasized that these women are definit�ly not criminals,
but are victi s f abuse, hurting more than anyone can imagine. She

West Seventh ede ation. She stated that the majority of the neighbors are
against any a dit onal or replacement group homes because the community if
already over• onc ntrated. She read an oppostion letter frlbm Dr. Michael
Coleman. ;
Mr. Dennis Fa�st, 56 Leech Street spoke next. He has been a 40 year resident
of the neighb rho d. He noted that as a child his community was run down and
depressed. D� w p ople are taking pride in their ownership and community.
They are fixi g u their homes and properties. He said he '�ould like to see
this progress con inue.
Mr. Chris Jacdbso , 68 & 72 Leech, a developer throughout the City of Saint
Paul, spoke about his concerns, including negative influences to his
developing op ort nities and adverse effects on the value of his restoration
projects. H� als expressed concern regarding liability is$ues.
Ms. Wanda Wi� as, 1482 Edmund, volunteer and former board ml'ember with Women of
Nations spoke in upport and rebuttal for the organization. She mentioned
that at the n igh orhood meeting she attended there was discussion about the
increased nu�n er f crack houses and crime in the area. She explained that
the shelter � uld be a very positive addition to the co�unity because it has
a very close ela ionship with the Police Department and would be able to
report to the qu ckly and elicit help from them immediatel'�. Another plus is
that Women of Nat ons intends to work closely with the neighborhood. It is
part of their goa to develop a Neighborhood Community Advisory Committee in
effort to est bli h communication with the community.
Ms. Leith cam ba k to address the rehab cost of Jesse Street vs. Leech
Street. Leech Str et is much more cost efficient because there is more room,
it is a self- ont ined lot with fences, there is enough sle�ping space, group
rooms, meetin ro ms, and it would house our programs.
Ms. Morton de�lar d the public hearing closed.
Mr. Neid aske st ff a question: Is it correct that the 26 beds going into
this facility do ot count in the dispersal plan. Mr. McGu�re answered that
the dispersal pla does not include beds for battered women or children.

In earl� 198 Women of Nations volunteer advocates proceeded to seek f�:nding
for a sheltek for battered American Indian wamen and their children. State
Representrati� Ka en Clark and State Senator Linda Berglin were chief authors for
legislation � ' t ent before the Legislative body and was ratified in the sprirg of
1988. This r t leqislation opened the door for the first American !�ndian
Wdnen's shelt r i the state of Minnesota. Wanen of Nations was successful in
applying for �he helter grant and was awarded monies to im�leaent a shelter.
Wo�en oflNat ons contir�ues to responsibly meet the needs of battered American
Indian women and heir children; however, there has been a heightened dependenoe
of battered w�en on public assistance and a growing wlner�bility of battered w�omen
seekir�g alter ti es to ending the abuse in their life.
A transi ion period for Women of Nations was instrumental in making positive

Women of Na io s to provide an active role irn addressing the
issue of th h meless and the need for transit 'ional housing for
battered wom n nd their children.
Homelessnes� h s increased in Minnesota throug�hout the 19t�0 ' s
and contin�i s to grow into the 1990 ' s . The need to develop
strategies a dress the homeless issue has taken on a mutiphase
approach w ' ch targets populations and programs services which
meet the i ed ' ate need for emergency housing, but also plans
for a trans ti n into more permanent housing. Women of Nations
is in a positi n to offer a multiphased approach for emergency
housing, to ra sitional housing, to ultimately, a permanent
housing out� me ,
Women of N ti ns has been providing counseling, advocacy, and
supportive 'I er ices to women and their families since 1982 .
This form � f advocacy, particularly for batt�ered women, was
expanded to i clude the provision of actual ''shelter services
in fiscal ' ea 1990 . In the last year Women of Nations has
provided s po t to over 200 women. This role is proposed to
be further ex anded to include the provision ' of transitional
housing fo� a proximately 10-12 women and their families for
a 6 to 18 ', on h time period. The purpose of this transitional
housing is �o nable women who are battered and homeless to become
more self s fi ient. Case management will be a critical component
of this prb ra to identify clients needs, coordinate services,
. and provide ir ct support.

other neig or oods start handleing their share of shelters,
group homes� f eding programs, etc. In our area there already
is Family S�yl Homes, Catholic Charites, Mary Hall, Qorthy
Day Center, Wo ens Advocate, Schmidt Breemer �:ome, Sal,vation
�r�i;Y, 3afe 'ou e Frogram, And the P .S .R. Shelter ;which was
only three lo ks away from the Leech Street Localtion.

I opposei the equest for Special Condition Use Permit (#10662) to
establish a c unity residential facility at 73 Leech Street on b�ihalf of
Women of atio s.
I am a '' -lo g resident of St. Paul, and for the past 10 years reside at
169 Goodri A nue, one block from 73 Leech. I oppose the R�quest due
to an over � un ance of treatment and care facilities located in tt^ie West
Seventh Fo Ro area, as well as the need for facilities to serve the
disadvantag d p pulation already living in our neighborhood.
I realize e i portance of th�ir mission �s well as the auracriveness of
the building Iand ocation. However, I also understand that the over
concentratiop of roups such as these in our neighborhood is not
appropriate, eith r to their clients or to our neighborhood and c�ty.
The ad�l ess f 73 Leech is literally surrounded by care and treatment
facilities. Sle era serve a mosdy male transient community which alone may
pose a thre{� to c ients of Women of Nations. The Dorothy Day Genter is
four block�t th northeast. 'The Salvarion Army Center is one bl'ock
north-nort est.
Our ne�g bo hood also has an over-concentration of(housing) programs
for the me lly andicapped. This population contributes to th�' over
concentrati of ommunity residential facilities, up to 5% of our planning
district's p ula on. This includes Family Style Homes, Reentry Services,
Inc. not to m nti n housing for suz individuals or less not included in
population,s tis cs. '�
My positi n i not a case of my feeling any particular threat from these
women and hil en. However, it is time that the city take a pro-active
stance of lo�c ting this facility and others like it in neighborhoods 'ovhich
have few tr� trne t facilities, as well as to locate services appropriate to
neighborhq ds 'thin them.
The fac' i at 73 Leech could be better used. It originally was��,built as
a day care f� ility for working families. Our neighborhood is bas�cally .
working clas an already has disproportionate disadvantaged. We have
troubled nei bo s: drugs, alcohol, juvenile delinquency, absentee landlords,
etc. We do n t n ed, and cannot support, an additional disadvant�ged
population � ch Women of Nations. Rather, we need services �t 73 Leech
to the disad nta ed already living here.

dead.
5. Dawn LaM re, 27 Survived by two children, ag�s 5 and 9
April 22, 1�90 - Parkers Prairfe Ottertaii Co.
Dawn was sl�o with a .22-caliber pistoi by her husband, Jeffrey LaMere, 31,
who then c i t ed su i c i de. Dawn was hosp i ta I i zed f n a�r i t(ca I cond i t i on
with sever hea tnJuries, then died on Aprii 24th. Two children, ages 5
and 9, were at the time of the shooting. ,

Bethany was stabbed to death i n a tr i p l e stabb i ng wh i ch I ef t her s i ster
Laura Muiler and a friend inJured. Polfce arrested and charged Laura
Mulier's former boyfriend. The court had placed a "no contact" order
against Laura's former boyfriend.

June 20, 1990 Minneapolis Hennepin Co.
Beverly was kiiled fn downtown Minneapolis outs(de the Hennepin County �
Goverrment Center, where she worked. Her throat was slashed as she arrived
for work. She to I d po I ice and court off fc la i s that her former boyfr iend
had been threatening and harassing her, and she went to court the day
before she d i ed to get a court order for protect i on to keep h fm away f ran
her. The order was signed by a Judge two hours after she died, before her
Identity was reveaied. The suspected perpetrator is her former boyfriend.
8. Cynthia Schlegei�Nilson, 42 Mother of one adult child
July 2, 1990 St. Louis Park Hennepin Co.
Cynthia was found beaten and stabbed to death In hen c�me after obtaining a
court order for protectlon barring her estranged husband, Ron Wilson, 34,
frcm contacting her. Ron Wilson turned h(mself in to police and has been
charged with first-degree murder. Cynthia's daughter, Christina Schlegel ,
24, reported being aware for a long time that her mother was befng abused.
Three days prior to her death, Cynthia had obtained a court order for
protection tiecause her husband had beaten and harrassed her. She had also
sought Information and support fran the Hopkfns ProJect battered women's
program. Police say a flarrmable Iiquld had been poured onto the floor of
hen c�me, apparently in the hopes a pflot Ifght or other spark might cause
a fire and disguise the murder.
9. Linda Sirmions, 40 Survived by an 18�nonth old daughter, and
5- and �7-year old sons
July 22, 1990 Sunfish Lake Dakota Co.
Linda was kiiled by a gunshot wound to the head. Poiice said the shooting
occured two days after Linda had cailed police to report that her husband
was drunk and breaking dishes. Poiice responding to the call took Sirmions
to the Dakota Co. Receivfng Center for detoxification. Police reported
there was no evfdence of physicai violence at the time, but decided to
remove h im from the house, and S Immons consented to go to detox. Detox
authoritfes could have heid Slrtmons but he was released by court order less
than three hours after actnittance. Dakota Co. Distrfct Judge William Thuet
signed the order at the request of attorney James O'Connell , who
represented S(rtmons. O'Conneli took Si�m�ons to a motel and it is not known
how he got home after that. On Sunday, S immons ca I i ed a fr i end to report
that he had killed his wife. The couples three chfldren, two boys, ages 5
and 7, and an 18 month-old daughter, were hcme at the time of the shooting.

her husban gr bbed her arm, put a gun to her head and ifired fran 2 inches
away. Wh� th shot was fired, the 7-year old boy was holding his mother's
hand. The 5-y ar old had Just stepped outside. Both wltness the shooting.

Later, Bar ara was struck and killed while walking along the highway. Ted
Littlewoif ha been arrested and charged with her death., He was previously
convicted or illing another wanan with an axe. '

on top o� the water bed which had been punctured during the assault.
Nicole's bo friend was arrested and held on suspicion of her death, but was
released p ndi g further investigation. He renains a suspect In the case.

Kimberly's was found when sheriff's deputles responded to a report of
a fire and ssfbie dcmestic dispute at a Little Falis h�,�ne. Daniel Joseph
Croteau, 2 , f L(ttle Falls was charged with second-degree murder in
Kfmberly's eatfng death. When authoritles arrived at �he apartment they
shared, they ound smoke coming from a fire in a cpuch. They later
discoveredl fin erly's body in a partially filled bathtub. She had brulses
on her face an upper body and an autopsy st�awed she died of multiple biows
to the he he was identfffed through dental record�. Daniei Croteau
was obser h tting Kimberly the previous day. When he was arrested his
hands wer ut nd bruised.

leaving behind her purse, house keys. vehicle, and six-year-old daughter of
whcro she had legal custody. Ricky Hebert left the state of Minnesota the
day after Kate was reported missing. The Lakevflle Police Department is
treating Kate's d(sappearance as a hcmoclde. Kate had previously received
a court order for protection to protect her frcm abuse by Hebert.
2. Linda Blakey, 38
August 8, 1990 St. Paul Ramsey Co.
Linda's partly clothed body was found by a passer-by in a grassy area
between two apartment buildings. She had been strangled and possibly
robbed and sexually assaulted. Police arrested an acquaintance of Lfnda's �
after he returned to her abandoned car about midnight the day her body was
discovered. Police officers on patrol had spoken with Linda late the
prev lous even i ng severa I b i ocks from the grassy area where her body was
found and she told them she was walking to find gas for her car. The
suspected perpetrator was held in custody but released without charges,
pend(ng further (nvestigation.
