Zone boundaries may be realigned subject to the approval of the Co�missioner
of Trade and Econan'c Develog�nt; naw therefore, be it

thereby allowing th i suance of Enterprise Zone credits for the construction of a 20,000
square foot food pr du tion facility for Leeann Chin, Inc. , the 'ttached City Council
Resolution approvin t boundary change is required.
ADVANTAOES IF APPROVED:
With the approval o t boundary change, Enterprise Zone credit can be provided to
Leeann Chin, Inc. t assist in the construction of a 20,000 squa e foot food production
facility in the UaA a ea. Approximately 12 new jobs will be cr ated as a result of
this project.
With the inclusion f his property in the Enterprise Zone as an inducement for Leeann
Chin, Inc. to proce d ith construction of the new facility, thi project will bring
tax exempt, vacant r u derutilized properties onto the tax roll �.

The Port Au ority staff is recoamnending a change to the Enterprise Zone
boundarj� to include the URAP area which is north of E�npire Builder Ir�dustrial
Park, east f Rice Street, south of Sycamore and west of Sylvan in order to
permit the se of Enterprise Zone credits to assist Leeann Chin, Inc. with
their e ion.
The cha�ge ould result in the following:

Estimated rket Value for Added Parcel 941,000
New Marke Value $84,408,582
Existing E erprise Zone Acreage - 378.0
Additions - 4•9

The estima d market value per acre based on the realignment will be
$220,445.5 per acre. This is below the State maximum of $300,000 per acre.
The 382.9 tal acreage in the Zone is also less than the maximum of 400 acres
allawed.
