EXI T1N DI fON :
Marshall Aven�ue i a Trunk Highway which is under the jurisdiction of the � -
Minnesota De�part ent of Transportation. The current speed limit is 35
MPH. Marsha�ll is Truck Route, but the current use by trucks is limited
due to the po��ting of the Marshall-Lake Bridge to trucks. The current .
roadway is 521 wi e, with 4 thru lanes during rush hour (See Attachment
No. 2). A rush ho r parking ban currently is in effect on the north side of
the roadway. ! A s parate left turn lane is provided at the Cretin
intersection. h�us hour parking is banned or� the south side of the roadway
near Cretin to�lacc mmodate the ieft turn lane. The current average daily
traffic on Mar hall is 12,075 between Otis and Cretin, 11,075 between
Cleveland an� Fa rview and 10,500 between Fairview and Snelling. The
existing paveqnen and curbs are in poor condition.
The Marshal! Lak Bridge is currently being reconstructed by the
Minnesota D pa ment of Transportation. The new bridge will carry four
lanes of traffi . arshall between Mississippi River Blvd. and Otis is also
being recons ruct d as part of the bridge.project. The bridge and
associated ro d ork is currently scheduled to be completed in Fall of
1992. Marsh II venue between Fry and Snelling is being reconstructed in
1990 by MnD�OT s part of the improvements to tfie Marshall-Snelling
intersection.

Between Creti� an Finn, the proposed roadway consists of two 12' wide
thru lanes, tw� 10' wide parking lanes and a 12' wide center left tum lane
for a total width of 6 feet. An additional 2' of widening and parkjng ban
will be implem�ent on the north side ofi Marshall from Cretin to 130' east
for a bus stop�righ turn lane. Parking will be banned on the south side of -
MarshaH from Fin to 8G' west for a bus stop/righ;turn lane. The proposed
width and am�unt of widening varies between Otis and Finn as shown on
Attachment N�. 2.
The existing cpm ined sewer will be repaired and will eventuafly be used
for sanitary sewa e only after the sewer separation work is campleted in
the area. A s�orm sewer will be constructed from Otis to Finn.
Redesigred I�nte n light�ng wi!I be installed, with bent straw lig�±ir.g at
the Otis and �reti intersections. Trees will be planted in the b�ulevards.

Marshall between Fnn and Fry will be reconstructed as part of a Sewer
_ Separation pr{oje in the area, which is currently scheduled for 1993. It
is proposed t co pletely remove the existing pavement and construct a
new bitumino s s rfaced roadway. Between Finn and Fry, the proposed
roadway con ists of two 12' wide thru lanes, two 10' wide parl<ing lanes
and a 12' wid c nter 1eft turn lane for a total width of 56 feet. The
typical sectio pr posed is shown on Attachment No. 2. Parking will be
banned and n a ditional widening of 2' will be implemented at the
following loc tion to allow for a right turn lane/bus stop:

The Marshall'Av nue Task Force was formed by The Merriam Park
Gommunity ��U cil in April of 1989 to work v�ith the Department of
Public Works an MnDOT t� determi�e a design for �larshall �,venue
befinreen Otis an Fry. The Task Force, Public Wo►ics and Mn00T are in
agreement on th majority of the issues that have been discussed in
relation to the ro dway design. The Task Force disagrees with''Public
_ Works and 11�nD Ts proposed typical section for Marshall between Otis to
Cretin.
The Task Foirce as also recommended that:
- The truck jrou e designation be removed from Marshall Avenue.
- The truck rou e designation be removed from Fairview between
Universit�Jr an Marshall.
- The trunk hig way designation be removed from Marshall Avenue.
- The speed li it be reduced from 35 MPH to 30 MPH.

set at �'0 les per hour.
2. The board vo ed unanimously to oppose the use of Marshall Avenue as a
truck rou�te.
3. Regarding le t lanes on Marshall Avenue at Otis Avenue:
a. Five Iboa d members voted in favor of and four voted against
instali ng a left-turn lane for westbouad traffic (toward Cretin),

SUBJECT: Marshall Avenue Reconstruction
The purpose of this memo is to inform the City Council of the Desnoyer Park
neighborhood's position regarding the improvements to Marshall Avenue from
Otis to Cretin.
Last spring the Desnoyer Park Improvement Association was asked for input
regarding reconstruction plans for Marshall Avenue from Otis to Cretin.
In order to obtain the widest possible opinion from the community a survey
(attached) was prepared and distributed in the neighborhood. Some were
distributed to apartments and houses on the south side of Marshall Avenue
along Otis.
The results of this survey (reported in a letter to Paula Maccabee April 25,
1990) showed that the ma�oxity of residents who responded want two lanes of
traffic in each direction with turn lanes at Otis and Cretin Avenues. These
are residents who will be greatly affected by traffic congestion, pollution,
and other negative affects of inadequate space for the smooth flow of traffic.
The Marshall-Lake Street Bridge is a major connection between St. Paul and
Minnespolis. Traffic plans should encourage a free exchange of residents
on both sides who use the bridge to work, shop or socialize on the opposite
banks of the river.
In conclusion, the majority of the Desnoyer Park neighborhood residents
surveyed favor a two-lane corridor in both east-west directions between
Cretin and Otis. In addition, I did not vote on the Merriam Park Task
Force for any alternative.

The purpose of his memo is to inform the City Council of the Desnoyer Park
neighborhood's osition regarding the improvements to Marshall Avenue from
Otis to Cret�n.
Last spring �the Desnoyer Park Improvement Association was asked for input
regarding reCOn truction plans for Marshall Avenue from Otis to Cretin.
In order to pbt in the widest possible opinion from the community a survey
(attached) wJas repared and distributed in the neighborhood. Some were
distributed �to partments and houses on the south side of Marshall Avenue
along Otis. '
The results Pf is survey (reported in a letter to Paula Maccabee April 25,
1990) showed! th t the majozity of residents who responded want two lanes of
traffic in e�ch direction with turn lanes at Otis and Cretin Avenues. These
are residents w o will be greatly affected by traffic congestion, pollution,
and other negat' e affects of inadequate space for the s�mooth flow of traffic.
The Marshall-La e Street Bridge is a major connection between St. Paul and
Minnespolis. T affic plans should encourage a free exchange of residents
on both sides w o use the bridge to work, shop or socialize on the opposite
banks of the ri er.
In conclusion, he majority of the Desnoyer Park neighborhood residents
surveyed favor two-lane corridor in both east-west directions between
Cretin and Otis. In addition, I did not vote on the Merriam Park Task
Force for any a ternative.

On April 17th the Desnoyer Park Improvement Aesociation Board of Directors
met to revie�w the results of the Desnoyer Park Neighborhood Survey (a copy
is included) aad to vote on issues raised ia the written responses (a list
of the written responses is included). The results of the survey are:

The DPIA board voted on four items related to Marshall Avenue. Nine of the
ten members on the current board voted on the Marshall Avenue. The DPIA
president does not vote unless there is a tie vote. The results are:
1. The board voted unanimously that the speed limit on Marshall Avenue be
set at 30 miles per hour.
2. The board voted unanimously to oppose the use of Marshall Avenue as a
truck route.
3. Regarding left lanes on Marshall Avenue at Otis Avenue:
a. Five board members voted in favor of and four voted against
installing a left-turn lane for westbound traffic (toward Cretin),
onto northbound Otis Avenue.
b. Five board members voted in iavor of and four against installing
a left-tum lane for westbound traffic (toward the bridge), onto
southboimd Otis Avenue.
c. The board voted unanimously against installing stoplight arrows
for tum lanes on Marshall Avenue at Otis Avenue.
4. The board voted unanimously that Marshall Avenue be widened by three
feet on the north side (golf course side) and by only one foot on the
south side, between the bridge and Cretin Avenue.
The DPIA board believea that design plans for parking on the southside of
Marshall Avenue at Cretia Avenue should be determined by the businesses and
residents affected on that side of Marshall Avenue.

Marshall Avenue- Otis to Fry
7-16-90
PROJECT:
Improve Marsha I Avenue befinreen Otis and Fry by constructing concrete
curb and gufiter, bituminous surfaced street, resodding of boulevards,
tree planting, co struct a storm sewer system between Otis and Finn,
repair an exi�stin combined sewer between Otis and Finn, construct water
and sewer servi e connections and reconnections if requested by the
property owner, nstruct a redesigned lantern style lighting system
between Otis an Fnn and complete all other work necessary to complete
said project. Th section between Otis and Finn is scheduled for 1991
construction, an the section from Finn to Fry is scheduled for 1993
construction. (S e Attachment No. 1 ).
This project was initiated by the Department of Public Works. The Otis to
Finn portion of t e project and has been approved through the Capital
Improvement B dget Process. .

Marshall Avenu is a Trunk Highway which is under the jurisdiction of the
Minnesota Qep rtment of Transportation. The current speed limit is 35
MPH. Marshall s a Truck Route, but the current use by trucks is limited
due to the p�sti g of the Marshall-Lake Bridge to trucks. The current
roadway is �2' ide, with 4 thru lanes during rush hour (See Attachment
No. 2). A ru�h our parking ban currently is in effect on the north side of
the roadwaY�. separate left turn lane is provided at the Cretin
intersection.l R h hour parking is banned on the south side af the roadway
near Cretin �o a ommodate the left turn lane. The current average daily
traffic on Ma�rsh II is 12,075 between Otis and Crefin, 11,075 between
Cleveland and airview and 10,500 between Fairview and Snelling. The
existing pavem nt and curbs are in poor condition.
The Marsha�l- ke Bridge is currently being reconstructed by the
Minnesota Dep rtment of Transportation. The new bridge will carry four
lanes of tra ic. arshall between Mississippi River Blvd. and Otis is also
being recon tru ed as part of the bridge.project. The bridge and
associated oad work is currently scheduled to be completed in Fall of
1992. Marshall venue between Fry and Snelling is being reconstructed in
1990 by MnDO as part of the improvements to the Marshall-Snelling
intersection.

�The majority'of e area�is presently served by an combined sewer
' system, a portio of which is deteriorated and in need of repair.
The existing str et lighting is on NSP wood poles between Otis and
Fairview. L�nte n style lighting is present on Marshall between Fainriew
and Snelling.

Otis to Finn (1991)
It is proposed to completely remove the existing pavement and construct a
new bituminbus surfaced roadway. Between Otis and Cretin, the proposed
roadway co�nsis s of four 11' wide thru lanes, a 2' wide reactiom area along
the northern mo t travel lane, and a 10' wide parking lane on the south
side of the road ay for a total width of 56 feet. The 4' of wide�ing would
be on the north ide of the roadway along Town and Country Golf Course.
An additional wi ening (12') is proposed west of Cretin and east of Otis to
provide for a le turn lane.
Between Cretin nd Finn, the proposed roadway consists of two 12' wide
thru lanes, two 0' wide parking lanes and a 12' wide center left turn lane
for a total width f 56 feet. An additional 2' of widening and park�ng ban
will be implQme ted on the north side of Marshall from Cretin to 130' east
for a bus stpp/ri ht tum lane. Parking will be banned on the south side of
Marshall from F nn to 80' west for a bus stopJright turn lane. The proposed
width and amount of widening varies between Otis and Finn a� shown on
Attachment No. 2.
The existing co bined sewer will be repaired and will eventually be used
for sanitary se ge only after the sewer separation work is campleted in
the area. A sto m sewer will be constructed from Otis to Finn.
Redesigned lan ern lighting will be installed, with bent straw liqhting at
the Otis and Cr tin intersecctions. Trees will be planted in the boulevards.
Finn to Fryi(19 3)
Marshall be�lwe n Fnn and Fry will be reconstructed as part o# a Sewer
Separation proj ct in the area, which is current{y scheduled for 1993. It
is proposedi to mpletely remove the existirx� pavement and construct a
new bitumi ous surfaced roadway. Between Finn and Fry, the proposed
roadway co sis s of two 12' wide thru lanes, iwo 10' wide parking lanes
and a 12'w de enter left tum lane for a total width of 56 feet. The
typical sect n roposed is shown on Attachment No. 2. Parking will be
banned an an dditional widening of 2' will be implemented 2�t the
following lo ti ns to allow for a right turn lane/bus stop:

At all other il�ter ections, parking will be banned 80' from the
intersection in a eas of bus stops, and 20' from the intersection in areas
of no bus stops.
A separate Fina Order will be processed in fall of 1992 for the storm
sewer whict� wil be constructed between Finn and Prior. A separate Final
Order will al�o e initiated in 1992 for redesigned larrtern lighti�►g
between Firtn a d Fry, with bent straw lighting at the Prior, Cl�veland and
Fairview int�rse ions. Left turn arrows will be provided for Marshall
Avenue traffic a the Prior, Cleveland and Fairview intersections. It is
also propos�d t ban parking on Fairview befinreen Iglehart and Dayton,
install a left turn lane and provide a green arrow signaf for left�'turning
Fairview Avenu traffic. Trees will be planted in the boulevarcls.
The widenirtg n ar Cretin will necessitate transplanting of fouc 4" to 6"
diameter a�h tr es to other areas of the City. The affected tr�es are
located on �he outh side of Marshall just west of Cretin. The trees will
be replaced wit smaller trees as part of the project. No other effects on
trees are antici ated. Bumpouts in parking lane areas can be provided if
necessary ta pr serve any trees that may be affected by the widening.

The Marshall A enue Task Force was formed by The Merriam Park
Community Co ncil in April of 1989 to work with the Department of
Public Worl�s a d MnDOT to determine a design for Marshall�Avenue
befin+een �is a d Fry. The Task Force, Public Works and MinDOT are in
r ment bn t e ma'ori of the issues that have been discussed in
ag ee � ty
relation to the r adway design. The Task Force disagrees with Public
Works and Mn OTs proposed typical sectio� for Marshall between Otis to
Cretin.
The Task F'jorc has also recommended that:
- The truc� ro te designation be removed from Marshall Avenue.
- The truc ro te designation be removed from Fairview between
Universiity a d Marshall.
- The trunk hi hway designation be removed from Marshall Avenue.
- The speed li it be reduced from 35 MPH to 30 MPH.

The Task Fqrce recommendations have been approved by the Merriam Park
Community �ou cil. A copy of the Task Force recommendations are
attached (Attac ment No. 3).

Marshail Aven e Task Force Aiternate:
Between Otis a d Cretin, the Marshall Avenue Task Force is proposing a
typical section i cluding a 2' reaction area along the north curb line, two
11' wide westbo nd lanes, a 11' wide center left turn lane, one 11' east
bound through I ne and a 10' wide parking lane on the south side for a total
width of 56'. Un er the Task Force proposal, eastbound Marshal(would be
tapered from tw lanes to one lane be#ween Mississippi River Blvd and
Otis.
The Task Fqrce' proposed typical section for Marshall between Otis and
Cretin will n�t b funded by MnDOT. It would require a varianice to
Municipal S�ate id Standards if funded entirely by the City using MSA
Funds. The ca city of the Cretin-Marshall intersection would b,e
substantially� re ced, causing increased congestion, pollution and could
result in veh�cle using Mississippi River Boulevard, Otis anct�esidential
streets in the ne ghborhood to avoid the congestion at the Cre�in-
Marshall inters ion.
Do Nothing:
To do nothing w uld be inconsistent with the city's commitment to
improve exi$tin streets and improve water quality and reduce pollution.
Improving the r dways in conjunction with the sewer construction will
save time, rr�on y and inconvenience later. Improving Marshall in
conjunction �nrith the Marshall-Lake bridge project will reduce the
inconvenienice t the neighborhood and improve the esthetics of this
gateway intq St. Paul.
The sewer aons ruction will complete the sewer separation work along
this segmen�t of arshall.
Left turn lan�s �tis, Cretin, Cleveland, Prior and Fairview vuill improve
traffic flow afnd afety.
The installa�ion f lights, trees and the general improvement of the public
right-of-waylin c njunction with the sewer construction will enhance and

Coordination of e project with the Marshait-Lake Bridge project will
minimize the dis ption of tratfic on Marshall.
Normal prot�lem associated with construction such as noise, dUSt and �
general disrupti n witt be preserrt. However, by constrvcting all the
improvemen�s a this time, future adverse effects would be eliminated.

The Otis to Finn segment is scheduled for 1991 construction. The Finn to
Fry segment is heduled for 1993 construction. One lane of traffic in
each direction w ll be maintained during the construction of the Otis to
Finn segment.
