RESOLUTION

WHEREAS, St. Paul is committed to an open process of reviewing all alternative
alignments in th Northeast Corridor; and
WHEREAS,ith s been recommended by the neighborhood that an alignment along Arcade
should be studie ; and '
WHEREAS, app oval of an alignment by MNDOT, business, or the neighborhood prior to
the study being completed is inappropriate and is not being requested of the other
alignments bein considered;
THEREFORE, E IT RESOLVED, that the City of St. Paul requests the Ramsey County
Regional Rail A thority to complete the study of the Arcade Street Alignment along with
the other potent'al alignments being considered for the Northeast Corridor, and the
City does not refer any alignment at this time.
BE IT FURTHE RESOLVED, that the City will work with the Rail Authority on this
alignment, as it as on all other alignments,to analyze traffic, ac�ess,relocation, economic
and land use im lications.
BE IT FINALL RESOLVED, that the agency responsible for LRT is responsible for
acquiring the ri ht-of-way for LRT on all alignments, not the �ity of st. Paul.

Ramsey Count Regional Railroad Authority passed a resolution on
August 28 relating to the Northeast Corridor LRT Study. A copy
of the resolution is attached.
We felt that there is insufficient right of way along Arcade
Street to c ntinue to consider that as an alignment for LRT
unless it is St. Paul ' s strang preference that we do that. We
have asked f r commitments to be made by St. Paul if Arcade
Street is to be considered further as an alignment for LRT in
that corrido . Other potential LRT alignments , including I-35E,
Soo Line/Wil ard Munger Trail and the Burlington Northern right
of way, will continue to be analyzed as locations for LRT in the
Northeast Cor idor .

WHEREAS , Ramsey County Regional Railroad Authority has
reviewed com ents made on proposed alignments for study for
potential lo ations for LRT in the Northeast Corridor t+t the LRT
forum by advi ory committees and by citizens ; and
WHEREAS , It has been recommended that the Northeast Corridor
LRT Alignmen Study consider further an alignment along Arcade
Street from ast Seventh Street to Wheelock P�►rkway within the
City of St . P ul ; and
WHEREAS , These comments have been carefully considered; and
WHEREAS, Arcade Street is currently under the jurisdiction
of the Minnes ta Department of Transportation; and
WHEREAS , Arcade Street has a width of 60 feet and the
minimum desi able width on Arcade Street in order to accommodate
LRT is 93 fee ; and
WHEREAS , In order for Arcade Street to be considered further
for LRT it w uld be necessary to alter the character of existing
Iand uses ; an
WHEREAS , The proposal to consider LRT further on Arcade
Street would require strong support from the City of St . Paul ;
Now, Therefor , Be It
RESOLVED , That Ramsey County Regional Railroad Authority
will conside Arcade Street further as a potential aiignment for
light rail tr nsit only if by November 20 :
1 . The Cit Council of St . Paul adopts a resolution that
indicates support for additional consider�ation of LRT along
Arcade Street in the Northeast CorridQr and an understanding
of the implications of insufficient right of way for LRT on
the street at this time ; and
2 . The Council in its resolution indicates a commitment to an
analysis of the traffic , access , relocation and economic/
land use implications if LRT is to be considered further on
Arcade Street ; and

associate with acquiring sufficient right of way to
accommoda e LRT on Arcade Street; and
4 . Neighborh od, business and Minnesota Department of
Transport tion concurrence has been received by the City of
St. Paul for the proposed LRT study of Arcade Street by
Ramssy C unty Reaional Railroad Authority before November
20 ; and
5 . The continued assessment of LRT on Arcade Street is still
desired b the City Council of St . Paul at that time .
