Council File # �% Q'— ��� e 1 � Green Sheet � 19�5 RESOLUTION CITY OF SAINT PAUL, MINNESOTA ��� Presented By �- Referred To Committee: Date �- WHEREAS, The Council of the City of Saint Paul, pursuant to Chapter 6 of the Administrative Code and following the public earing held on October 10, 1989, did adopt a F�esolution establishing the level of Street and Alley aintenance Service to be pertormed in the Cit� of Saint Paul, and the estimated amount of se ice charges to be levied against benefitted property, the work to be performed in 1990, and t e charges to be collected with the regular taxes in 1991; and WHEREAS, The Depart ent of Public Works has pertormed the approved street and alley maintenance work and s bmitted its report together with the total cost of street and alley maintenance in the amo nt of$15,424,442; and WHEREAS, The City Co ncil determined that the City shall pay the sum of $7,742,582 of the street and alley maintenance sts from: Municipal State Aid ($1,627,935), Trunk Highway Maintenance Aid ($278,700), County id ($387,244), Miscellaneous Receipts ($193,390), General Fund ($3,682,181), Fund Bala ce ($310,132), Miscellaneous Grants ($1,225,000), and the remaining amount of $7,699,860 s all be assessed against benefitted properties, �nd further resolved that a Public Hearing was held in the Council Chambers on October 11, 1990, fior the purpose of adopting the service charges agai st all benefitted properties; and ' WHEREAS, The Counci of the City of Saint Paul did hold a Public Hearijng on October 11, 1990, for this purpose, and, havin heard all interested parties, does hereby adop{the following service charges in accordance ith Chapter 14 of the City Charter and said Chapter 62 of the Administrative Code, now, therefore, b it ' i (Page 1 of 2) O I �RE6�D�i�ID;1� �C�o,✓T�z� t the Cou cil of�he Cit�of Saint Paul does hereby adopt and levy the following service charges as special assess ent against benefitted properties: ��-'y0-/�l� Class I Downt wn $3.11 per assessable foot Class II Outlyi Commercial and Arterial Streets mmercial Property $2.14 per a�sessable foot R sidential Property $0.97 per assessable foot Class III All Re 'dential Streets Co mercial Property $1.55 per assessable foot Re idential Property $0.97 per assessable foot Class IV All Oil and Paved Alleys mmercial Property $0.77 per assessable foot R sidential Property $0.51 per assessabie foot Class V Unim oved Streets C mmercial Property $0.59 per assessable foot R sidential Property $0.39 per assessable foot Class VI Unimp oved Alleys C mmercial Property $0.30 per assessable foot R sidential Property $0.20 per assessable foot and be it FINALLY RESOLVED, Th the City Clerk is hereby directed to transmit a certified copy of this Resolution to the Ramsey County Audito so that the service charges levied herein shall be extended on the property tax lists of the County and coli cted in 1991 along with current taxes, and said service charges to be payable in a single installment. The purpose of the Public H'earing is to , consider the level f service of street maintenance performed in the City of Saint Paul in 1990 d to ratify the cost of such service to be charged against benefitted proper in accordance with Chapter 62 of the Administrative Code. The particular s 'ce has been performed and the estimated costs as proposed by the Departrnent of blic Works are as follows: Description• Class I service has een performed on all downtown or loop str with the following bound 'es: Kellogg Boulevard on the south and west,Eleventh Street on the north and B oadway on the east. 1990 Level of Se 'ces: The downtown str ts have been swept three times per week and flushed five times per week: 1 routine maintenance,including patching and repairing of street surfaces,ha been performed on an as-needed basis. Assessment: All Class I service 'll be assessed at a rate of .11 per assessable foot. M R TR � Descri,pHon• Class II service ha Ueen performed on all outlying commercial d arterial streets in the City. These e the major arteries in the City and have bot heavy volumes of vehicular and p estrian traffic and,in most cases,have busin ss or commercial properties frontin on them. Typical examples would be as follo s: University Avenue,Snelling venue,West Seventh Street,East Seventh Str t,Rice Street, � - Payne Avenue,Ar ade Street,Summit Avenue,Grand Avenue,and others. All of these Class II s eets are accurately defined on a map available for viewing in the Departrnent of Pu lic Works,900 City Hall Annex. : 1990 Level of Se ces: The Class II stree have been swept or cleaned approximately 18 times per season. Patching and rep ring has been on an as-needed basis; appro ' ately 120 miles of oiled streets recei ed a sand sealcoat and approximately 20 nules of paved streets received a chipse coat. By unimproved we ean those streets and alleys that have not been�developed for one reason or ano er. They are platted City rights-of-way;how�ver,the abutting residents have ne er petitioned for their improvement nor have there been any assessments levi . There are approximately 80 miles of unimproved streets and 100 miles of unim roved alleys in the City. Because they are City rights-of-way, the City has the r ponsibility to perform minimal repairs and m�intenance work on them to reduc any hazards or potential hazards. I 1990 Level of Se ces: The maintenance d repair of these streets and alleys has consisted of patching, minor blading,pl cing of csushed rock and other stabilized mate�ial in order to make them passa le and reduce hazards. I Assessment: Under Class V an VI service there are two assessment rates for�ach dass;one comniercial and o e residential.
