In each case, after hearing from the various neighborhood district councils, b siness associations, property owners and st ff, the Council approved both the constru tion of these systems and their operation by the City on an assessment basis. It is requi ed that a public hearing be held each year for bot the estimated operating costs and then t e actual operating costs. The first above standa d lighting system began with the Lowerto system in 1983. These systems have increa �ed at a rate of about 2 systems per year sin e then. ADVANTACiES IF APPROVED: This has become an ann al budget procedure. The assessment poli�y originated to allow the direct benefitting par ies to pay for the additional operating c sts and provide for uniform maintenance of the systems.
