The Council of the ity of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given a prescribed by the City Charter; and r
WHEREAS, The Coun il has heard all persons, objections and recommendations peirtaining to said proposed improve-
ment and has fully conside ed the same; now, therefore, be it
RESOLVED, That th Council of the City of Saint Paul does hereby order that�the above-described improvement
be made, and the proper Ci officers are hereby directed and authorized to proceed wi the improvement; and be it
FURTHER RESOLV D, That upon the completion of said improvement, the p oper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance wilth Chapter 14 of the City Charter.

A public hearing was h ld for each of th e above-standard lighti g systems. In each case,
after hearing from the arious neighborhood district councils, b siness agsociations,
property owners and st ff, the Council approved both the constru tion of these systems and
their operation by the City on an assessment basis. It is requi ed that a public hearing
be held each year for th the estima.ted operating costs and the the aetual operating costs.
The first above-standa d lighting system began with the Lowerto system in 1983. These
systems have increased t a rate of about 2 systems per year si ce then.
ADVANTAGE3 IF APPROVED:
This has become an an al budget procedure. The assessment pol y originated to allow the
direct benefitting part es to pay for the additional operating c ts and provide for
uniform maintenance of he system.
