I, � � /-, under Preliminary Order r^�� �� � `� approved � ,��/ r s The Council of the ity of Saint Paul has conducted a public hearing upon tk�e above improvement, due notice thereof having been given s prescribed by the City Charter; and WHEREAS, The Cou cil has heard all persons, objections and recommendations pertaining to said proposed improve- ment and has fully consid red the same; now, therefore, be it RESOLVED, That t e Council of the City of Saint Paul does hereby order tha� the above-described improvement be made, and the proper C ty officers are hereby directed and authorized to proceed wi'th the improvement; and be it FURTHER RESOL ED, That upon the completion of said improvement, the proper City officers shall calculate all expenses incurred therei and shall report the same to the City Council in accordance �ith Chapter 14 of the City Charter. In each case, after hearing from the arious neighborhood district councils, bu iness associations, property owners and sta f, the Council approved both the construc ion of these systems and their operation by the ity on an assessment basis. It is requi d that a public hearing be held each year for b th the estimated operating costs and the the actual operating costs. The first above-standar lighting system began with the Lowerto system in 1983. These systems have increased t a rate of about 2 systems per year sin e then. ADVANTACiES IF APPROVED: This has become an ann al budget procedure. The assessment poli y originated to allow the direct benefitting par ies to pay for the additional operating c sts and provide for uniform maintenance of the system. i �I DISADVANTAGES IF APPROVED: None ` II �I DISADVANTAOES IF NOT APPROVED: The City, as a whole, ould bear the added expense to operate t se systems instead of the direct benefitting parties that requested them.
