The Council of the ity of Saint Paul has conducted a public hearing upon th�e above improvement, due notice
thereof having been given s prescribed by the City Charter; and
WHEREAS, The Cou cil has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully conside ed the same; now, therefore, be it
RESOLVED, That th Council of the City of Saint Paul does hereby order thax the above-described improvement
be made, and the proper Ci y officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLV D, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

A public hearing was he d for each of the above-standard lightin systems. In each case,
after hearing from the arious neighborhood district councils, b � iness associations,
property owners, and st ff, the Council approved both the constr tion of these systems and
their operation by the ity on an assessment basis. It is requi d that a public hearing
be held each year for b th the estimated operating costs and the ' the actual operating costs.
The first above-standar lighting system began in 1983. These sy tems have increased at a
rate of about 2 systems per year since then.

This has become an annu 1 budget procedure. The assessment polic originated to allow the
direct benefitting part es to pay for the additional operating co ts and provide for
uniform maintenance of he system.
