In each case, after hearing from the arious neighborhood district councils, b � iness associations, property owners, and st ff, the Council approved both the constr tion of these systems and their operation by the ity on an assessment basis. It is requi d that a public hearing be held each year for b th the estimated operating costs and the ' the actual operating costs. The first above-standar lighting system began in 1983. These sy tems have increased at a rate of about 2 systems per year since then. � ADVANTAGE3 IF APPROVED: This has become an annu 1 budget procedure.
