The Council of the 'ty of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given a prescribed by the City Charter; and
WHEREAS, The Coun il has heard all persons, objections and recommendations pectaining to said proposed improve-
ment and has fully consider d the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that ;the above-described improvement
be made, and the proper Cit officers are hereby directed and authorized to proceed witl� the improvement; and be it
FURTHER RESOLV , That upon the completion of said improvement, the pcoper City officers shall calculate
all expenses incurred therein nd shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

A public hearing was h ld for each of the above-standard lightin systems. In each case,
after hearing from the various neighborhood district councils, b siness associations,
property owners and st ff, the Council approverl both the constru tion of these systems and
their operation by the City on an assessment basis. It is requi ed that a public hearing be
held each year for bot the estimated operating costs and then t e actual operating costs.
The first above-standa d lighting system began in 1983. These s stems have increased at a
rate of about 2 system per year since then.
ADVANTAOES IF APPROVED:
This has become an ann al procedure. The assessment policy origlnated to allow the direct
benefitting parties to pay for the additional operating costs an provide for uniform
maintenance of the sys em.
