In each case, after hearing from the various neighborhood district councils, b siness associations, property owners and st ff, the Council approverl both the constru tion of these systems and their operation by the City on an assessment basis. It is requi ed that a public hearing be held each year for bot the estimated operating costs and then t e actual operating costs. The first above-standa d lighting system began in 1983. These s stems have increased at a rate of about 2 system per year since then. ADVANTAOES IF APPROVED: This has become an ann al procedure. The assessment policy origlnated to allow the direct benefitting parties to pay for the additional operating costs an provide for uniform maintenance of the sys em.
