The Council of the ity of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given s prescribed by the City Charter; and
WHEREAS, The Cou cil has heard all persons, objections and recommendations p�rtaining to said proposed improve-
ment and has fully conside ed the same; now, therefore, be it
RESOLVED, That th Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper Ci y officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLV D, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

A public hearing was he d for each of the above standard lighting systems. In each case,
after hearing from the arious neighborhood district councils, bu iness associations,
property owners and sta f, the Council approved both the construc ion of these systems and
their operation by the ity on an assessment basis. It is requir d that a public hearing be
held each year for both the estimated operating costs and then th actual operating costs.
The first above standar lighting system began in 1983. These sy tems have increased at a
rate of about 2 systems per year since then.
ADVANTAC�ES IF APPROVED:
This has become an annu 1 budget procedure. The assessment poli originated to allow the
direct benefitting part'es to pay for the additional operating c ts and provide for
uniform ma.intenance of he system
DISADVANTACiES IF APPROVEO:
None
DISADVANTAGES IF NOT APPROVED:
The City, as a whole, ould bear the added expense to operate th' se systems instead of the
direct benefitting par ies that requested them.
