In each case, after hearing from the arious neighborhood district councils, b siness associations, property owners and st f, the Council approved both the constru tion of these systems and their operation by the ity on an assessment basis. It is requi d that a public hearing be held each year for b th the estimated operating costs and the the actual operating costs. The first above-standar lighting system began in 1983. These s tems have increased at a rate of about 2 systems per year since then. ADVANTAOES IF APPROVED: This has become an annu 1 budget procedure.
