The Council of the C ty of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given a prescribed by the City Charter; and
WHEREAS, The Coun il has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully consider d the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that he above-described improvement
be made, and the proper Cit officers are hereby directed and authorized to proceed wit� the improvement; and be it
FURTHER RESOLVE , That upon the completion of said improvement, the p�oper City officers shall calculate
all expenses incurred therein nd shall report the same to the City Council in accordance wi�h Chapter 14 of the City Charter.

A public hearing was eld for each of the above-standard lighti g systems. In each case,
after hearing from the arious neighborhood district councils, b siness associations,
property owners and st ff, the Council approved both the constru tion of these systems and
their operation by the ity on an assessment basis. It is requi ed that a public hearing be
held each year for bot the estima.ted operating costs and then t e actual operating costs.
The first above-standar lighting system began with the Lowerto system in 1983. These
systems have increased t a rate of about 2 systems per year sin then.
ADVANTAOE3 IF APPROVED:
This has become an annu 1 budget procedure. The assessment polic originated to allow the
direct benefitting part'es to pay for the additional operating co ts and provide for
uniform maintenance of he system.
