The Council of the ity of Saint Paul has conducted a public hearing upon t}�e above improvement, due notice
thereof having been given s prescribed by the City Charter; and
WHEREAS, The Cou cil has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully consid red the same; now, therefore, be it
RESOLVED, That t Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper C'ty officers are hereby directed and authorized to proceed wLth the improvement; and be it
FURTHER RESOLV D, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therei and shall report the same to the City Council in accordance With Chapter 14 of the City Charter.

A public hearing was he d for each of the above standard lighting systems. In each case
after hearing from the arious neighborhood district councils, bu'iness associations,
property owners and sta f, the Council approved both the construc ion of these systems and
their operation by the ity on an assessment basis. It is requir d that a public hearing be
held each year for both the estimated operating costs and then th actual operating costs.
The first above standar lighting system began in 1983. These sy tems have increased at a
rate of 2 systems per y ar since then.
ADVANTACiE3 IF APPROVED:
This has become an annu 1 budget procedure. The assessment polic originated to allow the
direct benefitting part es to pay for the additinal operating cos s and provide for
uniform maintenance of he system.

feet north s1de, 144 feet south slde)for the months of January thru December 1991.
The Council otthe Clty of Saint Paul having received the report otthe Mayor upon
the bove improvement,and having consldered sald report,hereby resolves:
1.That the sald report and the same Is hereby approved wtth no altematives,and
that the esttmated cost thereoCls 56,815.00 linanced by assessments.
2.That a public hearing be had on sald improvement on the l lth dav of October
199 ,at 9:00 o'clock a.m.,in the Counctl Chambers oCthe Clty Ff"ail and Court House'
