The Council of the ity of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given s prescribed by the City Charter; and
WHEREAS, The Cou cil has heard all persons, objections and recommendations p�rtaining to said proposed improve-
ment and has fully conside ed the same; now, therefore, be it ' ',
RESOLVED, That th Council of the City of Saint Paul does hereby order that, the above-described improvement
be made, and the proper Ci y officers are hereby directed and authorized to proceed wi�h the improvement; and be it
FURTHER RESOLV D, That upon the completion of said improvement, the roper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance th Chapter 14 of the City Charter.

INITIATING PROBLEM,ISSUE,OPPORTUNITY( o,Whet,When,Where.Why):
A public hearing was h ld for each of the above standard street ighting systems. In each
case, after hearing fr m the various neighborhood district counc ls, business associations,
property owners and st ff, the Council approved both the constru tion of these systems and
their operation by the City on an assessment basis. It is requi ed that a public hearing be
held each year for bot the estimated operating costs and then t e actual operating costs.
The first above standa d lighting system began in 1983. These s stems have increased at a
rate of about 2 system per year since then.
ADVANTACiES IF APPROVED:
This has become an ann al budget procedure. The assessment poli y originated to allow the
direct benefitting par ies to pay for the additional operating c sts and provide for
uniform maintenance of the system
