In each case, after hearing fr m the various neighborhood district counc ls, business associations, property owners and st ff, the Council approved both the constru tion of these systems and their operation by the City on an assessment basis. It is requi ed that a public hearing be held each year for bot the estimated operating costs and then t e actual operating costs. The first above standa d lighting system began in 1983. These s stems have increased at a rate of about 2 system per year since then. ADVANTACiES IF APPROVED: This has become an ann al budget procedure.
