Plaintiff Desiree iley was seriously and permanently injured on Apri1 26, 1986
while riding as a assenger on a motorcycle driven by Steven Kocienda when it
was struck by a ca driven by Gordon Scott Jans at th intersecti�n of Shepard
Road and Elway str et in the City of Saint Paul . Maj r injuries suffered by
Ms. Wiley include he traumatic amputation �f her lef leg bel�w the knee and
a fracture of the eft wrist.
s. Wiley claims t at the City of St. Pau1 breached i s dut to safel main-
tain the roadway, he signal design failed to conf�rm to the Manual on Uniform
raffic Control De ices and the City ' s discretionary mmtznity defense is in-
applicable because �f the history of accident at that intersecti�n.
s. Wiley' s medica specials are $47, 513. 71 and her w ge loss is $9, 138. 60.
