WI�REAS, th re has been presented to and considered at this meeting a Participation
Agreement betwee the City and the Company whereby the Coanpany covenants respecting the
co�rpletion of pr rty improvements; and
Wf�REAS, th Port Authority of the City of Saint Paul has received authorization fram
the Department of Trade and Economic Development to utilize an alternative local contribu-
tion of infrastru ure improvements in lieu of local proper�ty tax reduction; and .
WI�RF,AS, the City Clerk duly published on September 15, 1990, in the Saint Paul Legal
Ledger, the offic'al newspaper for the City a notice of public hearing before the City
Council upon the ompany's Application; and �
�REAS, Dis rict 6 and 7 Planning Councils have revie�aed and recommerx7ed approval of
the Application; d
WE�REAS, the City Council corraucted a public hearing on October l�, 1990, upon the
Application at wh ch hearing opportunity was provided for the Applicant, the County Asses-
sor, representati es of affected taxing authorities and any taxpayer of the City or member
of the public to resent their views orally or in writing at or before the hearing, and
having duly consi ered the testimorry and written views pres�nted at the hearing arx3 the
Application, staf report and draft Participation Agreementi naw therefore, be it
RESOLVEU by he Council of the City of Saint Paul that ;it hereby determines that the
Application of Ha o Minuteman, the property improvements, retained and ne�w jobs and tax
benefits proposed meet the objectives of the Saint Paul Riv�rfront Enterprise Zone
Program.

RE90LVID Tf�R that the City Council additionally finds and determines that the
construction of the new facility (1) is reasonably likely to create new employment in the
City; (2) is n t likely to have the effect of transferring existing employment from one
or more other c'ties within Minnesota; (3) is not likely to cause the total market value
of employment p operty within the municipality to exceed five percent of the total market
value of all ta le property within the municipality; or, if it will, considering the
amount of addit' nal municipal services likely to be requ�,red for the employment property,
is not likely t substantially im�pede the operation or the financial ixitegrity of the
�znicipality or other public body levying taxes on property in the municipality; and
(4) is not likel to result in the reduction of the assessed value of existing property
within the City ed by Applicant.

thereby proposed is hereby approved and the City Clerk is directed to transmit the A�r
plication togeth r with a certified cog� of this resolutia� to the Commissioner of Trade
and Econanic De lopment for consideration and final appraval.
RESOLVID TI�R that the Participation Agree�nent between the City and the Applicant
is hereby approv , and the proper City officers are authorized to sign the same on behalf
of the City, and upon its signature by the Applicant to transnit Attachment C of said
Agreement to the Crnunissioner of Trade and Econoanic Development for signature by the Conr
missioner or des'gnee upon final approval of the Application.

Hako 'nuteman, Inc. proposes that approximately 170,909 square feet or
approxima ely 3.92 acres of land leased frwn the Port Authority of the City of
Saint Pa in the E�ipire Builder Ir�clustrial Park be determined eligible for
reclassif'cation as employment property through the City's Riverfront En-
terprise ne Program. The property will not be formally reclassified for tax
purposes an alternative contribution of infrastructure improvements is
being prov'ded in lieu of local property tax reduction. This alternative corr
tribution as been approved by the Minnesota Departrnent of Energy and Econoanic
Develognen . In addition, the Port Authority is claiming $355,419 as local
contributi n for the acquisition of the two existing buildings that were pre-
viously on the site. The property description is attached. This property is
identified by the Ramsey County Tax Department through the following property

Jackson Str t Shops complex.
B. I S A1�ID PROPOSF� USE
Hako Min teman, Inc. , Multi-Clean Division, manufactures cleaning products
such as soap , detergents, waxes ar�d coatings. The company is presently lo-
cated at 227 Ford Parkway in St. Paul in a 39,000 square foot facility
(including sem2nt). The company proposes to acquire a 3.9 acre site in Enr
pire Builder InduStrial Park ar�d construct a 35,000 sq�aare foot facility. The
co�any will privately finance the construction with total new irivestment es-
timated at $ .8 million.

The rket value will increase by the amount of the i�rovements plus the
land val e as the property has not generated any taxes being owned by the Port
Authorit . The developnent will result in an estimated market value of
$925,000 which is .0013 of the market value of all taxable property in Saint
Paul. e company will be placing their existing facility on the market for
sale.
D. RET AI�ID NEW JOBS
The y will retain the 22.5 jobs it presently has in Saint Paul and
will cre e an additional ten positions over a thre�e-year period. The com�pany
has enter into a City of Saint Paul Employment and Training Participation
Agreement and anticipates recruiting from the immed:iate neighborhood.
E. DRAFT PARTICIPATION ACREENlENP
A dra t Participation Agreement has been negotiated with the foll�aing tax
benefits-

Alter ative local contribution is $449,881 based on $47,231 per acre of
Port Auth rity site �mprovements as previously approved by the State as well
as $335,4 for the acquisition and clearance of bui'ldings previously on the
site. The site improvement contribution has received prior approval fram the
Department of Trade and Economic Developnent.
This r presents a private-to-Jpublic ratio of approximately $4 private per
$1 public ax reduction or credit. It also represents one new or retained job
per $13,84 of tax credits.
F. OOtINC FII�IDINGS _ -
Hako nuteman, Inc., Multi-Clean Division's application proposes to
retain 22. jobs and create up to ten new jobs, none of which would be a
transfer f an another Minnesota municipality. The proposal will not result in
the abarxio nt or demolition of other property awned by the applicant in
Saint Paul causing reduction of the assessed value of existing property within
the City.
G. ION
The st f of the Port Authority of the City of Saint Paul reco�nends the
City Counci apprave the attached Participation Agre�ment for Hako Minuteman,
Inc. as dra ted. Staff further reco�enends the City Council determine that the
project is ligible for employment property reclassification ar�d that Attach-
ment C of t e Participation Agreement be forwarded to' the Comanissioner of
Trade and onomic Development.
