Presented By Referred To Committee: Date WHEREAS, The South Highwood area; bounded by Highwood Avenue, Highway 61, McKnight Road and the southern city boundary; is primarily served by individual sewage treatment systems; and WHEREAS, annual inspections of these individuai treatment systems have indicated a high densiry of systems that do not comply with the standards provided by the Minnesota Pollution Control Agency and the City of Saint Paul; and 7 WHEREAS, the City desires to construct public sewer in this area; and 8 9 WHEREAS, the State of Minnesota, through its Public Facilities Authority, administers a revolving loan program to 'I 0 finance these projects at below market rates. 11 i 2 Now, therefore be it RESOLVED, by the City of Saint Paui that the CiTy authorizes the Department of Pubiic Works 13 to apply for a$1.5 million loan from the State's Public Facilities Authority; and i4 15 Be it FURTHER RESOLVED, that the City of Saint Pauf act as legal sponsor for projects contained in the loan 16 application and that the Director of Public Works, or his designate, is hereby authorized to apply to the Department of 17 Trade and Economic Development for funding of this project on behalf of the City of Saint Paul; and i8 19 Be it FURTHER RESOLVED, that the City of Saint Paul has the lega! authority to apply for financial assistance and 20 the institutional, managerial and Sinancial capability to ensure adequate construction, operation, maintenance of the 2� proposed projects for their design life; and 22 23 Be it FURTHER RESOLVED, that Saint Paul has not violated an�►Federal, State or Local laws pertaining to fraud, 24 bribery, graft, kickbacks, collusion, conSlict of interest or other unlav�ful or corrupt practice; and 25 26 Be it FINALLY RESOLVED, that upon approval of its application by the state, the City oi Saint Paul may enter into 27 an agreement with the State of Minnesota for the above referenced projects and that the City of Saint Paul certifies 28 that it will comp4y with all applicable laws and regulations as stated on all contract agreements and described on the 23 Compliance Checklist of the loan application. Annual inspection results indicate a high density of septic systems do not comply with the standards provided by the Minnesota Pollution Control Agency and the City of Saint Paul. The proposed loan would finance a project to construct pubiic sewer mains to serve areas with failing systems. The loan would be repaid by assessments. ADVANTAGESIFAPPROVED' If approved, residents would be able to connect to city sewer instead of repairing or replacing their individual treatment systems. in addition, loans from the State's Public Facilities Authority are below market rates.
