WHEREAS, the Di ision of Public Health of the Department of Community
Services of the ity of Saint Paul has determined that each of the structures
identified in t is Resolution constitute a "nuisar�ce" in accordance with
Chapter 45 of th Saint Paul Legislative Code; and
WHEREAS, the kno n owners, interested parties and responsible parties have
been served, in the manner set forth in the Ordinance, with an Order to
either repair ea h of the structures or have them demolished; and
WHEREAS, the pub ic is required to be put on notice of the pending action by
the Division of ublic Health; now, therefore, be it
RESOLVED, the Co ncil of the City of Saint Paul hereby directs the Division
of Public Healt to file with the City Clerk, a copy of the Orders it has
issued regardin the following described structures and properties, which
have been deter ined to constitute a nuisance:

Each of these buil ings are "nuisances" pursuant to the prov sions of Chapter 45 of the
Saint Paul Legisla ive Code. The owners and known intereste and responsible parties have
been given an orde to repair or tear down these buildirtgs; ailure by the owners,
interested or resp nsible parties, to comply with the orders may necessitate action by the
City to bring the roperties to the attention of the City Co ncil. The City will request
the City Council t pass a resolution requiring the owners, nterested and responsible
parties to repair r wreck the buildings and, if the work is not completed, City staff
will be authorized to abate the nuisance by causing the wrec ing of the structures.

The Divisio of Public Health has determined that the above noted building is
an abandone building, which Chapter 45 of the Saint Paul Legislative Code
defines as:
"any uilding or portion of a building which has stood with an
incom lete exterior shell for longer than three (3) years or any
build ng or portion thereof which has stood unoccupied for longer than
one t ) year and which meets one or more of the following criteria;
(a) unsecured, or
(b) boarded, or
(c) having multiple exterior Housing Code or Building Code violations,
or
(d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34
of the Saint Paul Legislative Code."
The ordinan e further states that an abandoned building is a nuisance and it
may be orde ed torn down by the City.
NOTICE: If you do not want to have the City begin action to have the building
torn down, hen the attached list of deficiencies must be repaired or you must
tear the bu"lding down on or before October 13, 1990.
If you sell, transfer or convey, in any manner, the ownership or
responsibil'ty for this property, you must within seven {7) days of such
action, pro ide the Division of Public Health with the names and addresses of
any new own rs or responsible parties.

Any repair o demolition must be completed in accordance will all applicable
laws.
If the work s not completed or if you have not torn the building down by the
above date, he Division of Public Health will refer this matter to the City
Council to r ceive authority to tear the building down. All costs incurred in
wrecking the building will be charged against the real estate as a special
assessment t be collected in the same manner as taxes. The City Council will
schedule a p blic hearing to consider if the building should be torn down. If
a public hea ing becomes necessary, you will be notified of the time and date
of the heari g and you will be allowed to present evidence to the City
Council.
A copy of th's order will be kept on file in the City Clerk's Office and a
Resolution d claring this property to be a nuisance shall be on file in the
Ramsey Count Recorder's Office. Compliance with the �,attached list of

The date for compliance with these orders shall not be extended unless you

appropriate odes. Permits must be obtained where changes and/or additions to
an electrica system require upgrading of the service size to current National
Electrical C de (N.E.C. ) requirements. Some plumbing repairs may necessitate
updating of he fixtures and/or piping involved. A permit is required for any
repair or ne installation. Permits may be obtained from the Building
Inspection a d Design Division, Room 445, City Hall.

canopy are dan erous structures, which Chapter 45 of the Saint Paul Legislative Code
defines as:
"any str cture which is potentially dangerous to persons or property including
but not imited to:
{a) a tructure which is in danger of partial or complete collapse; or
(b) a tructure which has any e�terior parts such as chimneys, eaves,
po ches, siding, railings, or trim which are loose or in danger of
fa ling; or
(c) a tructure which has any parts such as porches, stairs, ramps, rails,
ba conies, or roofs which are accessible and which are either collapsed,
in danger of collapsing, or unable to support a person."
The ordinance urther states than an abandoned building and dangerous structure are
nuisances and ay be ordered torn down by the City.

NOTE: If you d not want to have the City begin action to have the buildings torn
down, then the ttached list of deficiencies must be repaired or you must tear the
house, shed and picnic canopy down on or before September 14, 1990.

identified in his Resolution constitute a "nuisance" in accordance with

Each of these buil ings are "nuisances" pursuant to the pro�isions of Chapter 45 of the
Saint Paul Legisl ive Code. The owners and known interest�d and responsible parties have
been given an ord r to repair or tear down these buildings; failure by the owners;
interested or res nsible parties, to comply with the,orders may necessitate action by the
City to bring the properties to the attention of the City Council. The City will request
the City Council o pass a resolution requiring the owners, '' interested and responsible
parties to repair or wreck the buildings and, if the work is not completed, City staff
will be authorize to abate the nuisance by causing the wrecking of the structures.

abandoned huild n4, which Chapter 45 of the Saint Paul Legislative Code defines as:

thereof w ich has stood unoccupied for longer than one (1} year and which
meets one or more of the following criteria;
(a) Uns cured, or
(b) boa ded, or
(c) hav'ng multiple exterior Housing Code or Building Code violations, or
(d) pla arded as "Unfit for Human Habitation" pursuant to Chapter 34 of the
Sai t Paul Legislative Code."
The Division of Public Health has also determined that the detached shed and picnic
canopy are dan erous structures, which Chapter 45 of the Saint Paul Legislative Code
' defines as: '
"any str cture which is potentially dangerous to persons or property including
but not imited to:
(a) a tructure which is in danger �f partial or complete collapse; or
(b) a tructure which has any e�terior parts sueh as chimneys, eaves,
po ches, siding, railings, or trim which are loose or in danger of
fa ling; or
(c) a tructure which has any parts such as porches, stairs, rarnps, rails,
ba conies, or roofs which are accessible and which are either collapsed,
in d.anger of collapsing, or unable to support a person."
The ordinance urther states than an abandoned buildin; and dangerous structure are
nuisances and. ay be ordered torn down by the City.
