WHEREAS, Th Saint Paul City Council adopted Resolution No.
88-1196 dat d August 4 , 1988 known as the Sixth Street
Realignment Agreement which conveyed and reconfigured properties
between The City and The St. Paul Companies to allow for the
realignment of Sixth Street and the development of a site for The
St. Paul Co panies new headquarters building, and
WHEREAS, th Sixth Street Realignment Agreeme�it provided as
considerati n that The St. Paul Companies collaborate -with the
City to des gn Hamm Plaza and finance between ,$500, 000 and
$900, 000 fo new improvements, and
WHEREAS, Th City and St. Paul Companies agreed to involve the
St. Paul Co panies building architectural firm, Kohn Petersen Fox
Associates, Inc. and an independent public artist for development
of the plaz design, and
WHEREAS, Th St. Paul Companies and the City �ormed a Hamm Plaza
Advisory Co mittee made up of representatives from adjoining
property an downtown neighborhood groups and ,managed by Public
Art Saint P ul , and '
WHEREAS, Th Hamm Plaza Advisory Group established criteria and
process for the selection of a public artist, adopted design
guidelines or the project, selected Jackie Ferara as public
artist, and adopted a resolution recommending 'the design to the
St. Paul Co panies and Mayor, and
WHEREAS, Th St. Paul Companies and the Mayor have approved the
design, and
WHEREAS, Th Housing and Redevelopment Authority is participating
in the Hamm Plaza area project by funding street and sewer
improvement , and
