WHEREAB, ove 15, 000 refugees from Southeast Asia now call the
City of Saint Pau their home; and
WHEREAS, the e individuals and families face countless obstacles
as they strive fo self-sufficiency and a blending of their native
culture and ours, as most speak limited English, if any, have little
or no marketable kills, do not understand the AmeriQan way of life;
and
WHEREAS the Cit of Saint Paul wishes to work ith the
Saint Paul Public Schools Ramse Count Public Hou in A enc and
other or anizatio s to hel refu ees in their stru e to become self-
sufficient.
WHEREAS, the City of Saint Paul wishes to help them in their
struggle to becom productive, self-sufficient citizens, all the while
keeping and cheri hing the culture of their past; and
WHEREAS, cit zens have expressed an interest in' sharing their
time, talent, and experience in assisting the City i�n this effort;
NOW, THEREFORE, B IT RESOLVED, that the City Council hereby
establishes the C TY OF SAINT PAUL ADVISORY COMMITTEE ON REFUGEE
AFFAIRS; and be i
FURTHER RESOLVED, that the Committee's charge shall be to promote the
dignity, self-suf iciency, and understanding of American culture of
Southeast Asians hile, at the same time, raising Saint Paul's
understanding of he rich culture and history of Southeast Asians.
Specifically, the committee will:
1) research issu s that affect Saint Paul's refugee population;
2) identify the ajor refugee citizen needs in Saint Paul;
3) survey curre services and programs available to
Saint Paul's refugee population and recommend n�eded changes in
Saint Paul's service and ro ram deliver s ste ;
4) evaluate exi ting City programs and the way in which they relate

AND BE IT FINALL RESOLVED, that the Committee shall be composed of 3-4
15 member repres ntatives of individuals having a special interest in
the refugee popu ation and so far as practicable, shall include
persons affiliat d with education, health, housing, human services,
industry, labor, minority affairs, public safety, recreation,
religion, nutrit on, advocacy, and voluntary citizen groups. At least
60� of the membe s shall be former refugees. At least one
re resentative s all be from the Public Housin A erfc • one from
Ramse Count an one from Saint Paul Public School . For the initial
appointments, 7 . erms shall run for 1 year, and 8� terms for 2 years.
Subsequent appoi tments shall be to the date the committee will
sunset. The May r shall appoint the chair and members of the ADVISORY
COMMITTEE ON REF GEE AFFAIRS with the consent and approval of the
Saint Paul City ouncil as established by the open appointments
process. The Co ittee shall sunset 2 years from the date of the
Committee's first meeting, unless the City Council acts to extend the
length of the Com ittee.
