WHEREAS, The St. Paul Pol' e Department has been previouslq authorized by the St. Paul City
Council to construct a bu'lding to house the Southwest Team Police Unit,
WHEREAS, Soil borings tak n at the Southwest Team building site failed to disclose the true
nature of the subsoil,
WHEREAS, Excavation on th building site disclosed major pockets of peat, boulders, and concrete
slab that had to be remov d and replacement material had to be haulcd back to the site,
WHEREAS, The above unfore eeable expenses have resulted in the use di the projects contingency
funds,
WHEREAS, The St. Paul Pol ce Department desires to request additional funding to cover the
unforeseen costs so the p oject can be completed,
WHEREAS, The Mayor, pursu nt to Section 10.07.1 of the City Charter, does certify that there
are available for appropr ation, revenues in excess of those estimated in the 1990 Budget; and
WHEREAS, The Mayor recomm nds the following changes to the 1990 Budget:
